SUMMARY:Indigenous food systems as pathways to nutrition\, health and resilience
DESCRIPTION:Reducing hunger and improving nutrition remain key developmental priorities in India\, however\, despite substantial economic prosperity\, slow progress has been demonstrated. Poor nutrition levels are attributed to unhealthy diets which are calorie-dense\, convenience-based and lacking in micronutrients. The challenge is exacerbated manifold for the poor and marginalised\, more so amongst the indigenous communities inhabiting remote and conflict-ridden rural areas. Climate change is further aggravating the situation by pushing people into states of vulnerability and inequity. \nTribal or indigenous communities in India co-exist in biodiverse lands and rely on their traditional food and knowledge systems\, seen to be of high nutritive value. Gradual alienation from their environment and invisibility of traditional foods from the policy space has however led to the stigmatization and gradual erosion of indigenous peoples’ knowledges and practices\, marginalizing their voices in the process. Approaches that focus on generating and co-producing localised contextual knowledge on healthy diets are largely absent. \nUsing a case of Santal communities in India\, our research seeks to create a platform for documentation and exchange of knowledge on sustainable food systems using various creative and participatory tools. Working with an interdisciplinary consortium of NGO partners\, researchers\, nutritionists\, and Santal youth\, we investigated the nutritional components of locally available and affordable traditional foods and designed nutritionally adequate recipes to form a Santal recipe book. Translation of these recipes among the communities as cooking demonstration workshops by the Santal youth have created conversations around biodiversity loss\, shown an improvement in nutrition related knowledge\, attitudes and practices among participants\, emphasizing the importance of targeted interventions for nutrition literacy and healthier dietary practices. Our research contributes to building a pathway to food security and nutrition in India\, that goes beyond agriculture to focus on a holistic food system\, ensuring resilience and sustainability of the ecosystem.

SUMMARY:Impact assessment of food-system policies
DESCRIPTION:Current food systems are neither healthy\, nor sustainable. Without changes towards healthier and more sustainable food systems\, it is unlikely that dangerous levels of climate change can be avoided. In my presentation\, I provide an overview of food-system policies that can contribute to transforming food systems. This includes analyses of the health and environmental implications of a set of informational and fiscal policies. They include changes in dietary guidelines\, the emissions or health pricing of foods\, reforms of value-added taxation\, reform of agricultural subsidies\, and reform of trade agreements. For each of these policies\, I will discuss their potential impacts at global and regional levels based on quantitative modelling assessments I have conducted.

SUMMARY:Climate risk assessment and project planning for agri-food system development: An interactive tool for identifying promising adaptation options
DESCRIPTION:Adaptation to climate change in the agriculture sector is a complex challenge due to the many different negative effects on food production caused by climate variability and change. Using an impact chain approach can help agricultural development program planners understand the network of interlinked challenges facing farmers\, but developing these chains and identifying appropriate adaptation options is a time- and resource-intensive process. This session will present the development of an interactive data exploration and data visualisation tool created to aid project planners in mainstreaming climate adaptation considerations in their agricultural programming using an impact chain approach and ontology-based data access (OBDA) technology. The resulting tool\, dubbed Climate Risk Planning and Managing Tool for Development Programmes in Agri-Food Systems\, or simply CRISP\, uses a curated repository of peer-reviewed and scientific literature combined with expert opinion on climatic hazards\, impacts\, vulnerabilities and adaptation options in agriculture for a wide range of agricultural systems across the developing world. This presentation will give an overview of the development of the tool\, the challenges faced and how they were addressed\, and will use short case study examples to showcase the tool’s potential.

SUMMARY:Governance of carbon dioxide removal (CDR): an AI-enhanced systematic map of the scientific literature
DESCRIPTION:For limiting global warming to well below 2°C is not enough to rapidly reduce GHG emissions we also need to actively remove CO2 from the atmosphere. Given that the broader innovation literature consistently finds long time periods involved in scaling up and deploying novel technologies\, there is an urgency to developing Carbon Dioxide Removal (CDR) technologies that is largely unappreciated. While CDR policymaking is still in its infancy\, incentivizing\, coordinating and regulating CDR will be critical. All CDR methods need strict monitoring for durable\, additional removals. While it is critical to learn from the existing evidence on CDR policy and governance\, there is no overview of this dispersed body of literature right now. IPCC and other science assessments have therefore treated the subject very selectively. This work addresses this lack of overview and systematically maps the literature assessing policy and governance dimensions of CDR.\nSystematic mapping provides a comprehensive view of a research field by analyzing the state of evidence\, i.e. how much research is available at any point in time on which topics and geographies studied by whom\, when and where. We use an AI-enhanced approach to systematic mapping trimming down an initial set of about 30\,000 documents on CDR to a set of about 700 that deal with governance and policy issues.\nOur findings show sharply growing attention to CDR policies and governance issues over time\, but with limited coverage of the Global South. Long established conventional CDR methods such as afforestation dominate the literature with little coverage of many novel CDR methods\, such as biochar or direct air carbon capture and storage. We observe a shift from an initial discussion on CDR in international agreements towards the planning and implementation phase of national and sub-national policies.

SUMMARY:Towards an Ecosystem of Systematic Reviews for Assessing the State of Knowledge in Carbon Dioxide Removal
DESCRIPTION:The IPCC’s Sixth Assessment Cycle has clearly shown that Carbon Dioxide removal (CDR) is an essential element of any strategy geared towards achieving the Paris climate goals. Yet\, the first edition of the State of CDR Report has indicated a significant gap between how much CDR is deployed even in the most ambitious Paris-consistent mitigation scenarios and countries’ short and long-term plans to scale CDR. The next decade will be decisive for scaling CDR\, so swift policy decisions on CDR are necessary. Effective policy decisions should be underpinned by the best available scientific evidence including technology-specific assessments and scenarios exploring trade-offs and synergies in CDR portfolios. This highlights the growing demand for synthetic evidence from a wide range of user groups ranging from policy-makers to the modeling communities. Yet\, the literature on CDR has grown exponentially over the last years\, requiring rigorous and transparent methodologies for evidence synthesis. The objective and contributions of the work presented here are three-fold:\n(1) We aim to show that the evidence on CDR is vast and fast-growing\, but very unevenly distributed across different CDR methods\, geographies\, natural compared to social sciences as well as research designs.\n(2) We go beyond the state-of-the-art in CDR assessments like the IPCC\, which have been mainly concerned with framing the role of CDR and the various CDR methods in climate change mitigation. CDR assessments have remained coarse and largely unsuitable for informing CDR-related decisions by governments and businesses.\n(3) We introduce the concept of a systematic review ecosystem on CDR and describe a community effort that implements the idea to synthesize key pieces of CDR knowledge for evidence-informed decision-making. The aim is to provide a transparent decision basis on the state of science\, deployment\, risks and side-effects in a comparable way across recognised CDR methods.

SUMMARY:Systematic review on side-effects of CDR methods
DESCRIPTION:The interest in carbon dioxide removal (CDR) methods as solutions to mitigate climate change by capturing and sequestering atmospheric carbon dioxide (CO2) received considerable political and public interest in recent years. However\, the deployment of these technologies is not without side-effects\, involving complex trade-offs and co-benefits impacting on the environment\, society\, and the economy.\nWe define any resulting effect of CDR deployment that does not refer to the primary purpose of CDR\, namely the removal of CO2 from the atmosphere\, as a side-effect. Side-effects can be positive (known as co-benefits) or negative (known as adverse side-effects). We consider Afforestation/Reforestation (AR)\, BioEnergy with Carbon Capture and Storage (BECCS)\, Biochar\, Direct Air Capture with Carbon Storage (DACCS)\, Enhanced Weathering\, Soil Carbon Sequestration\, Blue Carbon\, Ocean based options and option-unspecific information on CDR. Beyond bio-physical side-effects\, we also examine factors that might threaten successful CDR deployment such as lacking public acceptance\, moral hazard\, climate impacts on CDR etc.\nThe systematic review covers a range of categories and indicators describing side effects on the environment (e.g. air/atmosphere\, water\, soil\, vegetation)\, energy (use\, demand)\, social aspects (e.g. acceptance\, policy\, health\, employment)\, economic and ecosystem services. To provide a complete framework\, a life cycle assessment approach is applied by considering upstream impacts (e.g. provision of feedstocks) and reporting possible downstream impacts.\nThe presented methodology aims to provide a comprehensive evidence-based foundation for analysing CDR methods beyond their CDR capability and provide comprehensive knowledge for CDR methods deployment.

SUMMARY:A new taxonomy to map evidence on carbon dioxide removal side effects
DESCRIPTION:Beyond rapid emission reductions\, carbon dioxide removal (CDR) is critical to ambitious climate change mitigation strategies\, yet the environmental\, socio-political\, and economic implications of its deployment remain insufficiently understood. Recent exponential growth in literature is rapidly filling this gap but makes synthesizing the evidence on CDR side effects increasingly challenging. We address this issue by mapping this literature and proposing a taxonomy to synthesize and compare evidence on CDR side effects for six widely discussed CDR options. The expansive evidence warrants the use of machine learning to systematically select relevant research and provide an inventory of nearly 400 side effects and challenges. Side effect profiles per CDR option and amounts of evidence per region vary considerably\, with very rich evidence in Europe and comparatively little information for Africa\, South America\, and Oceania – geographies where large-scale CDR deployment is nevertheless projected. Across all evaluated regions\, there is a predominance of articles discussing evidence for negative effects compared to positive ones. Starting from the limitations of our analysis and gaps in the literature\, we provide guidance for future studies that can build on the newly developed taxonomy of side effects as an entry point for more comprehensive and detailed side effect descriptions and quantifications.

SUMMARY:A systematic review on the monitoring\, reporting\, and verification (MRV) of Carbon Dioxide Removal
DESCRIPTION:Despite growing demand for carbon dioxide removal (CDR)\, there remains uncertainty around the integrity and quality of CO2 removal activities. Establishing robust monitoring\, reporting\, and verification (MRV) systems that support the veracity of CDR claims is essential to scaling investment and deployment. Yet\, knowledge on MRV of CDR remains patchy and confusing. Synthesizing the latest science and highlighting gaps in technology development and research for measuring and accounting for CDR is essential to advancing the field and achieving overall CDR targets. In this presentation\, we (1) highlight our approach for translating the MRV concept into a framework for evidence collection; and (2) provide preliminary results from our systematic review of the academic literature on MRV of eight different CDR methods. In doing so\, we set the stage for ongoing and future evidence synthesis on MRV of CDR\, a fundamental steppingstone for designing robust crediting frameworks and policies on CDR. This work is part of a larger community effort “Towards an Ecosystem of Systematic Reviews for Assessing the State of Knowledge in Carbon Dioxide Removal”.

SUMMARY:Soil carbon sequestration for carbon dioxide removal – a systematic review
DESCRIPTION:Globally\, soil contain twice as much carbon as the atmosphere and twice that in trees and other vegetation. Soils have become depleted in carbon through land use change and management\, meaning that there is potential in these managed soils to increase carbon stocks. Previous studies have suggested that soil carbon sequestration has a large\, cost-competitive mitigation potential. Nevertheless\, limitations of soil C sequestration include time-limitation\, non-permanence\, displacement and difficulties in verification. Despite these limitations\, soil C sequestration can be useful to meet short term to medium-term targets\, and confers a number of co-benefits on soils\, making it a viable option for reducing the short-term atmospheric CO2 concentration\, thus buying time to develop longer term emission reduction solutions across all sectors of the economy. \nAs part of an ecosystem of CDR reviews reported in other presentations at this conference\, we performed a systematic review and meta-analysis of papers on soil carbon sequestration\, examining costs\, potentials\, co-benefits and side-effects. An initial search identified over 15\,000 papers which were screened for relevance\, leaving and smaller number of papers describing land management changes which increase the soil organic carbon content\, resulting in a net removal of CO2 from the atmosphere\, for detailed review and data extraction. We present the outcomes of this systematic review\, compare the range of co-benefits and side-effects associated with soil carbon sequestration to other CDR options\, and discuss what this means for using soil carbon sequestration for CDR.

SUMMARY:Behavioral Solutions for the Clean Cooking Transition: Linking Energy-Efficient Cooking Habits and the Shift to Modern Stoves
DESCRIPTION:Despite the benefits of transitioning to cleaner cooking technologies\, burning highly polluting fuels on traditional cookstoves is still common amongst 2.3 billion people globally (IEA\, 2023). The adoption of modern stoves is not the only barrier to this transition\, since households with access to cleaner technologies still commonly use traditional stoves alongside these. One reason for this ‘stove stacking’ is that modern cooking technologies are often considered incompatible with established cooking practices. As well as being normal\, such practices may be habitual\, making change difficult and potentially unappealing. This paper asks whether behavioral insights can help to better align cooking practices with the capabilities of modern stoves\, using a randomized control trial in Rwanda. Based on a behavioral model of the clean cooking transition\, the intervention seeks to instill a new cooking habit – pre-soaking beans before cooking them – amongst groups of participants. It targets participant attitudes\, bean cooking norms and perceived behavioral control\, as well as using contextual cues to encourage repetition of the behavior over time. Results point to the successful formation of the new habit and to lower cook times on traditional stoves on days beans are cooked. Notably\, the intervention also positively affects attitudes about the suitability of modern stoves for bean cooking and increases participants’ aspirations and expectations to purchase these devices. Results manifest through the intermediate variables modeled in our theoretical framework; attitudes\, norms\, and perceived behavioral control; as well as occurring sequentially through one another along the theory of change.

SUMMARY:The Impact of Demand Response on Energy Consumption and Economic Welfare
DESCRIPTION:In 2022 and 2023\, the Electricity System Operator of Great Britain introduced the first-ever country level Demand Flexibility Service\, a program aimed at encouraging utilities and the general population to curtail energy demand during peak times. The DFS auctioned off MWh reductions to the grid. Octopus Energy\, a utility\, was the largest participant in this service\, implementing the initiative under the title ‘Saving Sessions’. This comprised 13 individual demand response sessions offered to 1.4 million Octopus Energy customers\, with incentives awarded for reducing energy consumption. \nCentre for Net Zero (CNZ)\, an impact-driven research unit\, conducted research into how Octopus Energy customers responded to these flexibility events. As part of the Octopus Energy Group\, CNZ has access to its large and valuable customer dataset\, providing a unique insight into energy behaviours. We operate autonomously and set our own research agenda. \nUtilising comprehensive consumer data and employing various identification methods\, we estimated the impact of this nationwide program on energy demand and economic welfare. \nAdditionally\, we conducted a natural field experiment involving different advance notice periods and incentives provided to customers for their participation in a Saving Session. We found: (i) the Saving Sessions resulted in a 10% reduction in energy demand associated with being invited to participate and\, based on an estimated local average treatment effect\, a 40% reduction from those actively opting in to Sessions (where individuals manually made adjustments within their homes to change demand); (ii) shorter advance notice periods for signed up customers dampened the demand response from these households by 25%\, according to our preferred model specifications; and (iii) the Saving Sessions demonstrated a marginal value of public funds between 1.05 and 2.6\, depending on when the grid is approaching a blackout\, indicating that the program yielded positive benefits relative to the costs involved.

SUMMARY:Estimating the impact of company car policies on mileage and CO2 emissions in Germany
DESCRIPTION:The German tax treatment of private use of company cars as a flat-rate non-cash benefit (so-called 1% rule) stimulates additional travel and CO2 emissions. Previous research shows that the annual mileage of company cars is twice that of private cars. However\, because employees who receive company cars are fundamentally different in terms of their preferences\, socio-demographic characteristics\, and travel needs\, the causal effect of receiving company car fuel allowances on private car use remains unknown. From a policy perspective\, this is critical to assessing the climate benefits of revising or eliminating the company car tax benefit. In this study\, we use double machine learning to estimate the individual treatment effects of fuel allowances on mileage and related CO2 emissions by accounting for self-selection and work-related travel needs. We examine the moderating effects of socio-demographics\, commuting distance\, and vehicle type and discuss the climate policy implications of insensitivity to changes in fuel costs and carbon prices. To underscore the relevance for climate change mitigation\, we estimate the total CO2 reduction potential of eliminating flat-rate non-cash benefits for internal combustion engine vehicles in Germany. In light of recent federal budget constraints\, adjusting company car taxation represents a revenue-generating\, progressive climate policy measure to catch up on the stagnating decarbonization of the German transport sector.

SUMMARY:Lessons learned from randomized controlled experiments for energy and climate
DESCRIPTION:Over the past 10 years\, we have run over 10 large-scale field experiments with randomized counterfactuals focused on climate and energy. We have tested a variety of behavioral interventions to promote energy conservation\, load shifting\, and green technology adoption. High-frequency energy metering has allowed us to evaluate the impacts of these interventions at a high level of granularity and detail.\nIn this talk\, we plan to report on the lessons learned accumulated over the years. SUMMARY:'Moments of change' and low-carbon behaviours: A multidisciplinary\, systematic review
DESCRIPTION:Behaviour change is required to reduce greenhouse gas emissions and limit climate change. Over the last two decades\, there has been considerable interest in particular instances when people’s habits and routines become more amenable to change. These instances are referred to as ‘moments of change’ (MoCs). The recent and rapid increase in research in this area calls for a systematic review of the topic. We draw upon evidence from 132 articles\, identified through Scopus and Web of Science\, on the effects of biographical (e.g.\, relocation) and exogenous (e.g.\, financial crises) life events on climate change mitigation behaviours (e.g.\, mobility). Most of the research is concentrated on the Global North\, (UK\, USA\, Germany\, etc.) and often there are confounding factors within studies’ designs and methodologies. There are mixed results in terms of support for behaviour change during MoCs. Frequently\, if there is evidence of behaviour changes\, they are dependent on contextual (e.g.\, physical infrastructure)\, demographic\, social\, and economic factors. Articles focus more on biographical MoCs (particularly relocation) than exogenous MoCs\, and on consumption behaviours (particularly mobility)\, rather than on social or political behaviours\, such as activism. Few of the papers explicitly test theories or models; the ones which do mostly concentrate on the habit discontinuity hypothesis. Future research could focus on investigating more granular details of MoCs (e.g.\, habits\, planning\, timing) and how interventions might be better targeted to capitalise on MoCs. This review highlights the importance of considering when\, as well as how\, to foster low-carbon behaviour change.

SUMMARY:The Implications of Behavioural Science for Effective Climate Policy
DESCRIPTION:The UK committed to achieve legally binding Net Zero targets by 2050\, which requires significant behaviour changes of consumers\, business leaders\, and others across all sectors. This literature review\, commissioned by the UK Climate Change Committee (CCC) [1]\, synthesises key findings and implications of behavioural science for effective climate policy in eight main sectors: diet change\, reducing end-user consumption\, aviation\, adaptation\, Net Zero skills and careers\, business leaders and the transition to sustainability\, land use and farming\, and policy acceptability.\nWe used Scopus to find relevant academic literature and issued a call for evidence to experts and stakeholders in the environmental field for further input. Additionally\, we used Google searches for relevant grey literature. In total\, we found 398 sources and synthesised key findings from important review papers\, supported by relevant studies and reports when reviews were not available or recent enough. The initial findings were discussed at a roundtable with invited experts to inform final policy recommendations.\nThe review revealed that behaviour change towards low-carbon or climate-resilient actions is influenced by individual factors (knowledge\, values)\, social factors (norms\, group identity)\, and practical factors (functionality\, ease\, price). We found that ‘midstream’ and ‘upstream’ interventions – focusing on making behaviour easier and shifting social norms\, respectively – prove more effective than ‘downstream’ approaches\, which focus on individuals’ motivation.\nKey takeaways for using behavioural science in climate policy include prioritising impactful and feasible behavioural targets\, tailoring interventions using theoretical models\, combining downstream and upstream approaches\, tailoring to diverse populations\, timing interventions strategically\, engaging the public\, and improving evidence and policy evaluation. SUMMARY:Closing the gap between research and projects in climate change innovation in Europe
DESCRIPTION:Innovation is a key component to equip our society with tools to adapt to new climatic conditions. The alignment of scientific research and innovation support shifts useful ideas into operationalized knowledge allowing innovation to flourish. In this paper we quantify the existing gap between climate research and innovation funding in Europe using a novel framework that combines artificial intelligence (AI) methods and network science. We compute the distance between key topics of research interest from peer review publications and core issues tackled by innovation projects funded by the most recent European framework programmes. Our findings reveal significant differences exist between and within the two layers. Economic incentives\, agricultural and industrial processes are differently connected to adaptation and mitigation priorities. We also find a loose research-action connection in bioproducts\, biotechnologies and risk assessment practices\, where applications are still too few compared to the research insights. Our analysis supports policymakers to measure and track how research results shape future innovation funding\, and to adjust decisions if stated priorities are not achieved.

SUMMARY:From case studies to climate action plans: an assessment of the efficacy and integrity of subnational climate action
DESCRIPTION:Momentum is building in non-state climate action\, evidenced by the increasing number of climate pledges from cities\, states\, and regions around the world. Subnational governments can play a pivotal role in global efforts to avoid the worst impacts of climate change and limit warming to 1.5°C or below\, yet the integrity of their commitments and plans remains uncertain. We address these critical questions through two related studies focused on understanding the efficacy of subnational climate action: a meta-analysis of mitigation case studies and a qualitative assessment of city climate action plans. \nBased on a prior systematic literature review and synthesis of 234 subnational climate change mitigation case studies from peer-reviewed literature to understand the effectiveness and reliability of various subnational mitigation strategies and policy instruments\, we found that there are substantial differences in the size and certainty of expected impacts from different mitigation strategies. A wide range of mitigation strategies are used in cities and regions\, and misalignment exists between the strategies with the highest expected impacts and those that are most frequently implemented by policymakers. \nThis disconnect motivates the need for further research to understand subnational governments’ choices over mitigation strategies and the implications of these choices for the credibility of subnational climate action. Here\, we introduce a framework for evaluating the transparency and integrity of city climate pledges and plans and present initial findings for Global North cities. This analysis will enable us to identify best-practice strategies for cities\, highlight areas of weakness\, and assess interactions between mitigation and other climate goals. Together\, these studies provide the groundwork for more systematic\, quantitative evaluations of integrity in subnational climate action and contribute to the ongoing discussion of the role of subnational governments in achieving global climate goals.

SUMMARY:Integrity of corporate net zero pledges: Analysis of major food and beverages companies
DESCRIPTION:Food and beverage companies have a crucial role to play in cutting global greenhouse gas (GHG) emissions. This study analyses net-zero and interim emission reduction targets of the world’s 20 largest food and beverage companies by revenue\, which collectively account for more than 1 GtCO2e of direct and indirect emissions annually in the context of recent developments in corporate climate integrity and target setting criteria. \n17 of the 20 companies have a net zero target or its equivalent. By contrast\, many companies lack short-term targets before 2030; they focus disproportionately on longer term\, net-zero emission target-setting rather than on short- and medium-term targets\, indicating that these companies are avoiding immediate actions to reduce emissions. Most of these short-term targets also did not cover Scope 3 emissions\, which comprised 93% of the companies’ total GHG emissions. Most of the companies are also not explicit whether they intend to rely on carbon dioxide removal (CDR) within or outside their value chains to realise net-zero or interim targets\, and very few companies specify to what extent. The effectiveness the nature-based solutions the companies describe for achieving their emission reduction targets is highly uncertain and carries risk of non-permanency and reversibility. Because of these reasons\, we were not able to make robust estimates of companies’ targeted value chain emission reduction trajectories. \nOverall\, only a minority of the assessed companies have targets that are relatively in line with international corporate climate action integrity standards. There is a need for significant improvements in upstream emissions reporting\, particularly under purchased goods and services and associated land-use change emissions. Strong improvements are also required in interim target setting in terms of frequency and enhanced transparency on scope and GHG coverage\, as well as the use of offsets or insets in meeting climate targets.

SUMMARY:The contribution of voluntary corporate commitments to reduce greenhouse gas emissions in the context of EU-mandated policy instruments
DESCRIPTION:Companies in the European Union are subject to regulation through both the Emissions Trading System (ETS) and the Effort Sharing Regulation (ESR). In addition\, they commit to voluntary climate targets. In this way\, they not only support domestic mitigation\, but also demonstrate social responsibility\, address potential cost increases\, and mitigate risks. Gaining a better understanding of the interaction between government-led climate policies and voluntary corporate commitments could provide valuable insights into the progress and ambitions of companies. This assessment helps determine whether their goals are in line with EU policies and the Paris Agreement. \nTo explore this\, we assessed the 2030 emissions reduction targets of EU companies with approved targets by the Science Based Targets Initiative (SBTi) for the year 2020 and compared them with those outlined in ETS and ESR. Initially\, the interaction between the two EU policies and voluntary targets was examined\, and subsequently emissions pathways were developed with and without voluntary targets to evaluate potential ambition. Our findings indicate\, that voluntary targets could contribute between 4-14% relative to the 2020 EU policies scenario. However\, the outcome heavily relies on the realisation of ETS reductions\, which currently function as a “waterbed”\, absorbing additional emissions reductions from companies that can be traded to others. To implement this effectively\, a separate fund safeguarding future emissions would need to be established. Furthermore\, the results suggest that\, in total\, these corporate reductions are at most in line with or marginally more ambitious than a 2 °C pathway by 2030.

SUMMARY:Supporting the Paris Agreement through international cooperation: Potential contributions\, institutional robustness and progress of Glasgow climate initiatives
DESCRIPTION:Many sector-level cooperative initiatives involving both national governments and non-state actors were launched around the 2021 Glasgow climate conference (COP26). However\, there have been questions about whether and to what extent these initiatives could substantially contribute to achieving the Paris Agreement’s goal to limit global warming to 1.5°C. To this end\, this paper examines the prospects of the 14 Glasgow sector initiatives by investigating their aggregate mitigation ambition under current national signatories and the institutional robustness of each initiative. We find that the additional emission reduction ambition of the current national government signatories would\, even if fully implemented\, only fill less than one-third of the ‘emission gap’ in 2030 between the aggregate of existing national targets (nationally determined contributions: NDCs) and the required emission levels consistent with keeping warming below 1.5°C\, while the institutional robustness varied considerably across initiatives. We also found that most national government signatories did not mention Glasgow initiatives in their updated NDCs submitted after COP26. Expansion of the national government signatories\, incorporation of the initiatives’ goals into the national government signatories’ updated NDCs by setting quantifiable domestic targets\, and enhanced institutional capacity are key to successful emission reduction outcomes. We will also discuss the findings in the context of COP28 in Dubai\, where a large number of sector-focused initiatives and declarations were announced.

DESCRIPTION:Invited and prepared for the upcoming special issue honoring the 60th anniversary of the International Migration Review\, we use this paper to develop and provide a comprehensive organizing framework to inform and guide migration research in and through the remainder of the 21st century. We start by inventorying and examining efforts to summarize and synthesize directions of travel in migration research over the years\, decades\, and beyond via six types of primary vehicles. From these summaries and syntheses\, we then identify and describe ten components that constitute our proposed organizing framework for migration research\, which we call the Migration Intersections Grid (MIG). A key hallmark of the MIG is the need to simultaneously consider these ten components and their intersections to ensure that migration research—including not just what is researched\, but also how and why—in and through the 21st century is inclusive\, rigorous\, and impactful.

SUMMARY:Climate-Smart Interventions in Humanitarian Contexts: A Scoping Review and Evidence Gap Map
DESCRIPTION:The Evidence to Action (E2A) team at the International Rescue Committee (IRC) seeks to strengthen humanitarian response to the climate crisis through the provision of evidence and practical guidance on promising climate smart interventions and approaches. As a part of this project\, we are developing a scoping review and an evidence gap map (EGM). The scoping review will identify interventions spanning across Health\, Water and Sanitation\, Protection\, Livelihoods/Cash\, and Education. It will also have a cross-sectoral focus on Risk Preparedness & Planning\, Systems & Capacity Strengthening. It will assess which approaches are promising or well-established; identifying climate markers and potential for transformative impact. The evidence gap map (EGM) will speak to the volume and strength of the evidence as well as highlight gaps in the evidence base. We will also develop cell-wise summaries (hosted within the EGMs) to unpack information regarding intervention effectiveness\, cost-efficiency and delivery appropriateness.\nWe would like to present the findings of our scoping review and share a draft of the EGM framework. We see this as an opportune moment – given the gathering of an expert audience in both climate change and evidence synthesis – to share insights from our work and obtain valuable inputs.

SUMMARY:Climate Mitigation & Adaptation: Lessons from UNICEF’s Horn of Africa Drought Emergency Response 
DESCRIPTION:BACKGROUND: The Convention on the Rights of the Child recognizes that global prosperity and wellbeing will ultimately depend on how we fulfil our obligation to protect the world’s children. Today\, more than 3 out of 4 United Nations humanitarian appeals involve extreme weather events\, an increase from just over one third back in 2001. With its new Sustainability & Climate Change Action Plan (2023)\, UNICEF commits itself to working with partners towards protecting the most vulnerable children from the effects of climate change and to more systematically measure the outcomes of its climate-resilient programming. \nRESEARCH OBJECTIVES & METHODOLOGY: The Horn of Africa is one of the driest geographies in the world and the 2022-23 drought has been especially devastating. In 2022\, UNICEF launched a L3/L2 drought emergency response covering 5 countries\, Ethiopia\, Kenya\, Somalia\, Djibouti and Eritrea. In 2023/24\, the UNICEF Evaluation Office conducted a mixed-method review of UNICEF’s work on climate change mitigation and adaptation as part of its mandated evaluation of the response. The research involved the review of 100+ documents\, analysis of results data and financial analysis\, 40 key informant interviews and field visits to 7 project intervention areas. \nCONCLUSIONS: The review found substantial evidence that UNICEF had increased climate resilience and reduced the environmental footprint of its response by (a) transitioning from water trucking to durable\, climate resilient strategic borewells and switching from generators to sustainable solar power\, and (b) comprehensively assessing climate risks and adopting a multi-step methodology to target areas with the greatest needs. The durable solutions approach strengthened community resiliency and contributed to breaking the cycle of displacement. Key innovations include technology solutions around climate-resilient water supply. The financial analysis made a compelling case for funding durable solutions. However\, some water trucking also continued\, and there were data gaps especially around sustainability.

SUMMARY:UNICEF Interventions to address a Climate Emergency - What Works
DESCRIPTION:Abstract: UNICEF works in over 190 countries and territories to save children’s lives\, to defend their rights\, and to help them fulfil their potential\, from early childhood through adolescence. Increasingly UNICEF is working to address the impact of the climate emergency which threatens all children. UNICEF actively evaluates its programmes in order to identify what works and how to improve the impact of its interventions. \nObjectives and Methods: In partnership with Newcastle University\, 631 UNICEF evaluations were synthesised\, and this included a focus on those programmes addressing climate emergencies. \nResults: The review identified 20 programmes that addressed climate change\, and its impact. In all cases\, the programmes aimed to support adaptations to respond to the consequences of climate change. The range of interventions included seeking to build safe and resilient water\, sanitation and hygiene systems\, for example\, developing infrastructures to protect from drought and flooding. They also included working closely with national and local governments to develop research and build business cases relating to green growth\, and protect vulnerable communities. The review highlighted that children are overlooked in key regional\, national\, climate and energy related strategies\, policies and legislation. UNICEF is actively seeking to provide educational interventions\, so children become central to climate policy.

SUMMARY:Semiparametric Estimation of European Climate Policy Effects (EU ETS)
DESCRIPTION:The European Union Emissions Trading System (EU ETS) has become the cornerstone of the European Union’s strategy to decarbonize the economy and mitigate climate\nchange. Following these objectives\, the aim of this paper is to assess the impact of the price of carbon\, which is linked to the European market of allowances\, on carbon dioxide emissions. To do so\, we propose an econometric model that extends the\nEnvironmental Kuznets Curve (EKC) model in several directions. First\, the price of carbon\, which is the policy variable\, is introduced in the model in a nonparametric\nfashion; Second\, we propose to use an interactive fixed effects approach to control for latent heterogeneities in both dimensions of panel data; Third\, to allow for spatial dependence\, we introduced spatially correlated errors. The extended EKC model poses various challenges for estimation. To cope with them\, using a profile likelihood approach\,\nwe propose a Feasible Generalized Least Squares estimator of the parameters of interest. Furthermore\, the policy effects curve is also efficiently estimated. The asymptotic properties of the estimators are shown and\, based on these outcomes\, we\nempirically evaluate the policy effects. Our approach yields significantly different and more meaningful results compared to those obtained using standard estimation techniques.
