SUMMARY:Designing inclusive African coastal cities’ resilience
DESCRIPTION:The “Designing inclusive African coastal cities’ resilience” (INACCT Resilience) project is an action-oriented research project focused on two coastal cities: Durban (South Africa)\, and Beira (Mozambique)\, both having recently experienced extreme climate-related flooding that caused severe damage\, displacement\, and loss of life. Through a transdisciplinary approach\, the project aims to enhance proactive\, inclusive and evidence-informed urban resilience in African coastal cities\, by exploring what measures can and should be in place to prevent and mitigate disasters\, specifically flooding. Based on the two city studies\, the transdisciplinary project team is collaborating with local government and communities to assess how urban coastal resilience can be conceptualised and developed through a co-designed ‘Gender Responsive Resilience Planning Framework’. This framework will serve as a blueprint for fostering proactive\, adaptive and transformative capacities within coastal urban systems across Africa. Particular attention is on understanding resilience through the lens of local communities from a ‘negotiated just’ resilience perspective. Innovative methodologies such as photovoice; a qualitative approach involving collecting photographs taken by participants alongside their own stories and lived experiences. This provides rich insight into the realities of individuals who have been most affected by climate-related disasters in eThekwini and Beira. This participatory approach not only generates valuable data but also fosters relationships and trust researchers and communities. Emerging findings from the research highlight diverse interpretations of resilience and what that means for policy and practice and underscores the resilience and adaptability of informal settlement in the face of climate hazards. Despite being exposed to risks\, these communities demonstrate resilience through innovative collaboration with various stakeholder and creative approaches to disaster planning and response.. The presentation emphasizes the critical role of intermediaries\, knowledge brokering\, and relationship-building in strengthening community resilience to disaster risk. By understanding and incorporating local perspectives\, the project aims to develop tailored resilience strategies

SUMMARY:The role of municipalities in implementing just transitions
DESCRIPTION:The 2020s is arguably the most important decade for climate action in human history. By 2030\, either the world will keep alive the goals of the Paris Agreement\, or put them out of reach. There are unprecedented waves of momentum for change\, as there are limits to change with current approaches\, which requires critical reflection\, course correction and experimenting with new ideas and new ways of working. At the heart of this challenge is implementation. Central to implementation\, is the role of cities\, where now the majority of the world population lives. The progress achieved by the multilateral process under the UNFCCC\, provides a platform from which cities can catalyse action at scale and speed. This includes increased participation in the formulation and implementation of the next round of Nationally Determined Contributions (NDCs)\, through for example the Coalition for High Ambition Multilevel Partnerships (CHAMP). Nationally opportunities are also present. In South Africa this includes the Just Transition Framework (JTF)\, Just Energy Transition Partnership (JETP\, announced at COP 26)\, JET Investment Plan\, JET Implementation Plan\, all of which allocate a major role for cities. This research explores the role of cities in visioning and guiding just transitions through the experience of the Steve Tshwete Local Municipality (STLM)\, a municipality in the heart of the coal belt of South Africa and at the forefront of a just transition\, and investigates the role of knowledge and policy processes in developing STLM’s Integrated Development Plan’s (IDP) just transition chapter\, and in developing just transition projects for the municipality and reflects on learnings from this process. The research aims to highlight findings and insights that can be shared with other African cities as they too seek to steer their own just transitions and climate action.

SUMMARY:Offsetting and insetting in city net-zero plans
DESCRIPTION:To contribute to Paris Agreement objectives\, non-state actors globally are increasingly developing voluntary emission reduction goals. Cities represent an important group with net-zero or similar plans\, but significant variation exists in how they intend to meet these targets. A lack of research exists on the role of carbon offsetting (carbon dioxide removal or avoided emissions outside the city’s geographic boundaries) and insetting (carbon dioxide removal within the city’s boundaries) in city net-zero plans. However\, better understanding these strategies can help inform future policy on effective climate mitigation by cities. This study uses a mixed-method design to explore how cities use offsetting and insetting. The NetZero Tracker has reviewed 1186 net-zero plans of cities around the world. We use regression analysis to explore what factors (e.g. population size\, GDP\, ambition of climate commitment) are associated with cities’ choice of emission compensation strategies. Focusing then on only cities that include offsetting or insetting in their climate plan\, we conduct a document analysis and code key themes in city plans as they relate to emissions compensation strategies. Preliminary results show that of the 66 cities which plan to use offsetting\, most intend to prioritise emissions reductions but recognize that compensation strategies will be needed to offset remaining emissions. The majority intend to acquire offsets at or around their target year to cancel these emissions\, indicating a risk of only compensating in the last year. Further\, most recognize the need to develop guidelines around the use of offsetting\, but few have yet done so. Our study further explores whether and how the ambition level of city climate commitments is correlated with their use of offsetting or insetting. This research provides new insights into offsetting and insetting by cities\, which we hope will contribute to future policy development of city net-zero strategies.

SUMMARY:The impact of ambient temperature on Salmonella and Campylobacter infections in the context of climate change: A Systematic review and meta-analysis
DESCRIPTION:Introduction: Various epidemiological studies have investigated the incidence of Salmonella and Campylobacter infections in response to climate variations. In this study\, we have conducted a comprehensive review and analysis of the existing global epidemiological evidence in order to assess the association between temperature exposure and the risk of Salmonella and Campylobacter infections in diverse climatic zones.\nMethods: A systematic literature search was conducted in PubMed\, Scopus\, Embase\, and Web of Science from January 1990 to January 09\, 2024. We included peer reviewed original observational studies reporting the association of increasing ambient temperatures with Salmonella and Campylobacter infection. A random effects meta-analysis was performed to pool the relative risks (RRs) per 1 ◦C increase in temperature. Additionally\, we conducted subgroup analyses based on the Koppen Geiger climate zones. Finally\, we evaluated the quality and strength of evidence using the Navigation Guide systematic review methodology framework.\nFindings: The search process yielded 1367 studies\, of which 50 studies met the inclusion criteria for the review. Out of the included studies\, 36 were deemed suitable for meta-analysis; 21 studies (with 40 estimates) on Salmonellosis and 15 studies (with 22 estimates) on Campylobacteriosis. The meta-analysis showed that the risk of enteric infection incidence increased per 1°C rise in temperature by 6.0% (95% CI 5.0–7.0%) for Salmonellosis and by 4.0% (95% CI 3.0–6.0%) for Campylobacteriosis. Subgroup analyses by climate zones suggested greater effects of temperature in humid subtropical climate zone (RR = 1.12\, 95% CI: 1.06–1.18) and warm humid continental climate zone (RR = 1.03\, 95% CI: 1.02–1.04) for Salmonellosis and Campylobacteriosis respectively. The overall strength of evidence was found to be “sufficient” for Salmonellosis but “limited” for Campylobacteriosis. Our results showed that the risk of both enteric infections increased with temperatures\, with varying risks across climate zones.

SUMMARY:Unprecedented warming demands unprecedented action: the 2024 Europe Report of the Lancet Countdown on Health and Climate Change
DESCRIPTION:The Lancet Countdown in Europe (LCDE) aims to provide accessible information on the broadscale health impacts of climate change\, and the health co-benefits of climate action in Europe by developing indicators to track changes over time across the continent. 41 indicators track climate-health relationships over the period 1950-2022 across five themes (1) impact\, exposure\, and vulnerability; (2) adaption\, planning and resilience; (3) mitigation actions and health co-benefits; (4) economics and finance; and (5) politics and governance. Indicators suggest that the negative health impacts of climate change are rapidly increasing compared to baseline levels\, with most impacts worsening since the last reporting period in 2022. Rising temperatures increased heat-related mortality\, reduced labour supply\, and increased periods of risky hours for physical activity beyond the hottest part of the day. Exposure to extreme events such as heatwaves\, wildfire hazards\, and droughts have increased in most European subregions\, also resulting in large health impacts including increased food insecurity. Furthermore\, the climatic suitability for a wide range of climate-sensitive infectious diseases and their vectors (e.g.\, leishmaniasis\, West Nile virus\, dengue\, malaria\, Ixodes ricinus ticks) continues to increase rapidly across Europe. These health threats were experienced differently across European subregions and population groups – with southern Europe tending to be more affected by heat-related illnesses\, wildfires\, drought\, food insecurity\, and leishmaniasis\, whereas northern Europe is equally or more negatively affected by Vibrio and ticks. Yet\, appropriate adaptation and mitigation remain largely neglected. The 2024 LCDE report highlights that climate change impacts on human health are not far-in-the-future theoretical scenarios and that – despite some progress in mitigation and adaptation – current emission reduction efforts are inadequate\, jeopardising environmental and human health in Europe and across the globe.

SUMMARY:Evidence mapping - Quantitative synthesis/meta-analysis Systematic review of effectiveness of interventions to reduce carbon-emissions within secondary healthcare: issues with conducting reliable primary research and identifying trustworthy findings
DESCRIPTION:Healthcare services contribute 1% -5% towards global environmental impacts. The Climate Change Act (2008) set targets for the 100% reduction of 1990 carbon emission level in England by 2050.3 Work identifying and delivering interventions to reduce carbon emissions within healthcare supply chains and models of care delivery\, is underway.\nTo complement this work\, we aimed to systematically review primary-evidence examining intervention effectiveness in reducing the carbon footprint for medical specialities within secondary healthcare settings. We searched four bibliographic databases covering health care and environmental sciences\, including MEDLINE and Embase\, Environment Complete and Science Citation Index database. We conducted backward/forward citation searching and searched relevant websites\, Google Search\, and checked relevant systematic reviews\, and the Healthcare Life-cycle Assessment (LCA) database. Two reviewers independently undertook title and abstract and full-text screening\, resolving disagreements through discussion. One reviewer data-extracted all studies\, and quality-appraised LCA studies with a tool based upon Weideima’s guidelines\, which was checked by a second. Findings were tabulated and synthesised narratively.\n88 studies (92 articles) met eligibility criteria across five intervention categories: Accessing care (n=39)\, Product level (n=22)\, Multiple (n=10)\, Care Delivery (n=9) and Setting (n=12). Urology (n=14)\, Gastroenterology (n=13) and Oncology/Radiation oncology (n=13) were the most common specialities represented. 25 articles used LCA methods\, with the highest number in urology product-level interventions (n=7). The most common type of intervention was telemedicine (n=26\, including 3 LCAs). Studies conducted using LCA and non-LCA methods contained common methodological flaws\, making it difficult to accurately determine the systemic impact of interventions intended to reduce carbon-emissions. This has important implications regarding a) ensuring those conducting carbon-emission reduction projects within healthcare settings possess the required skills/knowledge on how to do so b) reflecting on how policy makers can best make use of the evidence available and c) ensuring future research addresses the methodological limitations identified.

SUMMARY:A Systematic Review to Identify the Effectiveness of Greenhouse Gas Mitigation Interventions for Healthcare Systems in Low- and Middle-Income Countries
DESCRIPTION:Background\nClimate change poses serious risks to human health. At the time of writing\, 81 nations pledged to sustainable healthcare systems\, with the majority from Low- and Middle-Income Countries (LMICs). The healthcare sector accounts for 4.4% of global greenhouse gas (GHG) emissions\, primarily from high-income countries. Without robust GHG mitigation\, future increases are predicted in LMICs. This systematic review aims to identify interventions that reduce GHG emissions in healthcare systems in LMICs and explores synergies between interventions that aid adaptation while mitigating emissions.\nMethods\nA systematic review protocol was published on Wellcome Open Research following the PRISMA-P checklist. Relevant search terms were used to retrieve all primary research published in peer-reviewed journals between 1990 and March 2023. We assessed the risk of bias and quality of evidence. The final synthesis was performed with identified existing evidence around GHG mitigation interventions across all scopes of emissions\, including scope 1 (healthcare operations)\, scope 2 (energy)\, and scope 3 (supply chains).\nFindings\nAfter screening 19\,292 unique records\, we included a total of 22 studies from 11 different countries across the globe. The articles spanned energy\, waste\, heating and cooling\, operations and logistics\, building design\, and anaesthetic gases. All interventions demonstrated potential for GHG reductions\, cost savings\, and positive health impacts. Due to variations in measuring and reporting\, the overall quality of evidence following the GRADE evaluation tool is low.\nInterpretation\nThis systematic review provides the first comprehensive overview of existing evidence in peer-reviewed literature on greenhouse gas mitigation interventions for healthcare systems in LMICs. Gaps were identified across areas of emissions\, such as the supply chain\, as well as a lack of consideration of interactions with adaptation. It is vital that increasing GHG mitigation efforts are robustly monitored\, evaluated\, and reported to contribute to a strong evidence base to inform policymakers across contexts.

SUMMARY:Double Impact: Reducing low-value care - A win-win for patients and the planet: A rapid scoping review
DESCRIPTION:Background: The health care industry is the fifth-largest contributor worldwide to CO2 emissions. Therefore\, health systems need to curb CO2 emissions to become environmentally sustainable. We conducted a scoping review to identify literature on (1) the environmental impacts of de-implementation of low-value health care (LVC) and (2) the environmental sustainability of alternative solutions for health care (e.g.\, devices\, medications).\nMethods: We searched Ovid MEDLINE® and Scopus (Elsevier) from January 2015 up to 19 June 2023 and consulted experts as additional search strategy. We conducted dual and then single reviewing against a priori defined criteria. One reviewer extracted data\, and a second reviewer checked approximately 10% of the data extractions. We used summary statistics to describe the results narratively.\nResults: We included 187 articles. Among those\, seven studies focussed on de-implementation of LVC (e.g.\, laboratory tests\, diagnostic imaging procedures). The other identified studies examined the following health care practices in relation to their environmental impacts: consultation – travel/telecare (32%)\, surgical and medical devices (26%)\, medication (25%)\, surgical procedures (19%) and diagnostic tests/screening/imaging (13%). Life cycle assessments and other modelling studies were the most applied study designs. Most studies were conducted in Europe (48%)\, followed by the USA (37%)\, Australia (9%) and Canada (4%). 75% of the studies were published after 2020. The reported outcomes fell into the following categories: global warming (89%)\, other negative environmental impact (35%)\, resource consumption (28%)\, and chemical hazards (22%).\nConclusion: We identified a steady rise in publications on this topic since 2020. This is indicative of a large and growing scientific interest in environmental sustainability and may be useful as base for further action. De-implementation of LVC seems to be beneficial in two respects: It protects patients from useless or even harmful interventions and can also reduce CO2 emissions of health care.

SUMMARY:The effectiveness of mobile app-based interventions in nudging towards sustainable and healthy diets: a systematic review and meta-analysis
DESCRIPTION:One third of all greenhouse gas emissions come from the way we produce and consume food\, and current diets are insufficient to meet environmental and health goals. Given the ubiquity of smartphone usage\, apps delivering effective\, engaging nudges could be a scalable and promising solution. However\, the complexity of apps makes it difficult for stakeholders to prioritise. This systematic review and meta-analysis assessed the effectiveness of mobile apps for promoting sustainable dietary consumption across five food groups.\nSeven electronic databases (MEDLINE\, EMBASE\, PsycINFO\, CINAHL\, Global Health\, GreenFILE\, Web of Science) and two trial registries (Cochrane Trials and Clinicaltrials.gov) were systematically searched for interventional studies\, characterised according to their use of strategies to facilitate behaviour change.\nFourteen of 5261 identified records were included\, comprising 12 randomised controlled trials and two pre-post trials\, with a total of 7826 participants and sample sizes ranging from 17 to 5062. Five studies recruited the general population\, three recruited students\, and six recruited overweight or obese adults\, three of which targeted lower socioeconomic groups. Interventions lasted from three days to 24 weeks\, with the most common strategy being self-monitoring\, followed by messaging\, goal-setting\, and social support. An increase was observed in daily fruit and vegetable consumption (0.43 servings\, 95% CI 0.18\, 0.68)\, vegetables separately (0.35 servings\, 95% CI 0.07\, 0.63)\, and legumes (0.04 servings\, 95% CI 0.01\, 0.08)\, with smaller increases in fruit (0.03 servings\, 95% CI 0.01\, 0.05) and meat consumption (-0.03 servings\, 95% CI -0.06\, -0.01).\nOur findings indicate that smartphone apps could play a role in accelerating dietary change\, particularly for fruits\, vegetables\, and legumes\, but these changes alone will not make diets more sustainable without meat and dairy reduction. These insights could be used by health practitioners and policymakers when considering apps in their suite of solutions for improving climate and health.

SUMMARY:Reducing cost of capital to finance the energy transition in developing countries: a multi-model analysis
DESCRIPTION:Climate stabilisation requires mobilising significant investments in low- and zero-carbon technologies\, especially in emerging and developing economies. However\, access to stable and affordable finance varies dramatically across countries. Models used to evaluate the energy transition do not differentiate regional financing costs and therefore cannot study risk-sharing mechanisms for renewable electricity generation. Here\, we first incorporate empirically estimated cost of capital (CoC) differentiated by country and technology in an ensemble of five global climate-energy-economy models (GCAM\, IMACLIM\, IMAGE\, TIAM\, and WITCH)\, which allows us to identify results robust to structural uncertainty. Subsequently we add a time dimension through financing experience curves\, i.e. a learning-by-doing process for CoC. This realistic costs of capital imply higher financing costs for developing regions compared to others\, so we explore a scenario of reducing these costs: the CoC of electricity generation in developing countries converges to that of the global North by 2050\, i.e. a future world in which international access to energy financing is equal. We explore scenarios under two climate policy scenarios\, in which the world follows Nationally Determined Contributions or is 1.5°C compliant.\nThe effects of the modelled cost of capital convergence policy are multifaceted. The direct outcome is the significant reduction of CoC in the global South. This produces interesting dynamics in the climate-economy and in the equity domains. Within the former\, more renewable electricity is generated in developing countries\, which increases mitigation or reduces its cost\, depending on the climate policy scenario. Moreover\, these changes clearly improve the energy justice of the green transition\, by decreasing inequality along dimensions like energy expenditure and access to modern electricity generation.\nTherefore\, we find significant climate and equity benefits of alleviating financial constraints. The proposed methods can help to model financial constraints more realistically and opens up new avenues for shaping international climate policies.

SUMMARY:Climate ambition\, background scenario or the model? Attribution of the variance of energy-related indicators in global scenarios
DESCRIPTION:We attribute variations in key energy sector indicators across global climate mitigation scenarios to climate ambition\, assumptions in background socioeconomic scenarios\, differences between models and an unattributed portion that depends on the interaction between these. The scenarios assessed have been generated by Integrated Assessment Models (IAMs) as part of a model intercomparison project exploring the Shared Socio-economic Pathways (SSPs) used by the climate science community. Climate ambition plays the most significant role in explaining many energy-related indicators\, particularly those relevant to overall energy supply\, the use of fossil fuels\, final energy carriers and emissions. The role of socioeconomic background scenarios is more prominent for indicators influenced by population and GDP growth\, such as those relating to final energy demand and nuclear energy. Variations across some indicators\, including hydro\, solar and wind generation\, are largely attributable to inter-model differences. Our Shapley–Owen decomposition gives an unexplained residual not due to the average effects of the other factors\, highlighting some indicators (such as the use of carbon capture and storage (CCS) for fossil fuels\, or adopting hydrogen as an energy carrier) with outlier results for particular ambition-scenario-model combinations. This suggests guidance to policymakers on these indicators is the least robust. \nHighlights\n• We attribute variation across global climate mitigation scenarios to three factors. \n• The three factors are climate ambition\, scenario background and model choice. \n• Many indicators are well-explained by the average effects of one or two factors. \n• We also calculate the residual not explained by these average effects. \n• This shows which indicators give outliers for some specific input combinations.

SUMMARY:Addressing path dependence in emissions-economy models for emerging economies: Implications for identifying low-carbon development pathways
DESCRIPTION:Emissions-economy models are widely used for informing low-carbon development policies and targets. These models typically use historical data sets to quantify interrelationships among key variables\, which are then used to translate inputs into forward-looking projections. While such models have been extensively applied in developed countries\, they are also being increasingly deployed in developing countries. These countries are witness to rapid – often uneven – economic growth\, as they transition from predominantly agrarian and low-quality manufacturing to industrialised or services-dominated economies. Given these upcoming structural shifts\, the interrelationships among variables that have been quantified using historical data are likely to be rapidly outdated. As a result\, the internal formulae by which such models translate assumptions into projections may not be fit for purpose. \nUsing a two-part approach\, this paper argues that this path dependence embedded into model constructs can lead to constrained projections for developing countries\, thereby risking misaligned policies. Primarily\, studying six recent emissions-economy modelling studies conducted for India\, this paper illustrates how development choices – which are baked into model constructs – largely shape projected emissions\, energy demand\, power generation\, investment requirements\, and employment implications\, and thereby inform recommendations for India’s low-carbon transition policies. Within this\, the paper explores the shifting interrelationships among three major structural variables that strongly reflect India’s future development pathway – urbanization\, shares of economic output from different activities\, and total factor productivity – to show that most existing models for India overdetermine its future pathway through their internal design choices. \nThe paper highlights how modelling of low-carbon pathways for developing countries carries these additional complexities\, and suggests rethinking how models developed for the global North are used in more structurally evolving countries such as India\, incorporating greater flexibility\, allowing for more explicit structural variations\, and encouraging greater uncertainty analyses.

SUMMARY:Towards Effective Subnational Climate Policy: A Systematic Five-Step Analytical Approach Based on Evidence from German States
DESCRIPTION:While much of the discussion focuses on international and national climate policy\, achieving international climate goals will also require rigorous climate policy action at the subnational level. However\, it is challenging to evaluate and formulate the level and type of subnational action required within this complex and interconnected multi-level context. Synthesising insights from projects in the German states of Saxony and Rhineland-Palatinate\, we propose a five-step analytical approach to derive effective and targeted climate policy measures for the state level. The first step involves scenario modelling and model synthesis to establish an analytical reference point. In this context\, we advocate for the derivation of state and sector-level carbon dioxide (CO2) budgets aligned with Paris Agreement requirements to underscore the necessary climate policy ambition. Secondly\, a scenario comparison is used to discern sectors where government intervention is particularly imperative. The third step identifies goal-oriented strategies that subnational climate policies should target. Fourth\, a barrier and stakeholder analysis pinpoints priority areas for action. Lastly\, recommendations for action are derived from a systematic synthesis of the preceding steps. Taken together\, this approach promises a systematic and evidence-based method for crafting subnational climate policies\, contributing to the overall effectiveness of climate change mitigation efforts.

SUMMARY:Policy-based emissions projections to support the Paris Agreement
DESCRIPTION:Greenhouse gas emissions projections are important tools to evaluate progress in implementing the mitigation component of the Paris Agreement. They support understanding global emissions trajectories under current efforts and assessing progress towards countries’ climate pledges. However\, developing these projections is resource-intensive\, which results in substantial information gaps for most countries. Lack of information regarding countries’ emissions trajectories hinders international discussions regarding the effectiveness of the Paris Agreement and muddles accountability. We investigate two methods to estimate greenhouse gas emissions projections based on countries’ current effort levels. First\, we assume minimal change from historical climate policy patterns. We analyse historical emission change rates to calculate future emissions within defined confidence intervals. Second\, we anticipate emissions changes based on countries’ recent developments. We map potential determinants\, compile policy-based projections\, and employ machine-learning models to estimate emissions change rates. These simplified projections extend insights for the next Nationally Determined Contribution (NDC) updates\, support future global stocktake processes and improve information availability for most countries worldwide. These innovative approaches provide concise\, systematic methods to explore greenhouse gas emissions projections and contribute to a nuanced assessment of global progress in line with the Paris Agreement. In this conference\, we aim to discuss key assumptions underpinning the analysis\, identify additional use cases and present initial findings.

SUMMARY:Maximizing the Contribution of Aviation to 2050 Net-Zero Emission Reduction Pathways through Evidence-Based Policy
DESCRIPTION:The International Civil Aviation Organization (ICAO) and multiple influential trade groups such as the International Air Transport Association (IATA) have announced goals to make aviation net-zero by 2050. However\, in most net-zero pathways aviation is still considered a hard-to-abate sector that is unlikely to contribute meaningfully to emissions reductions in this timeframe. Designing ambitious policies that can achieve dramatic cuts in aviation emissions requires granular empirical evidence on current innovations\, investments\, commitments\, flight routes\, and other actions across a range of stakeholders. Here\, we build a novel evidence base combining data on aviation start-ups\, corporate commitments\, and demonstration projects and combine it with a sectoral and integrated assessment model to evaluate how policy action scenarios can accelerate emissions abatement in the aviation industry. \nWe use the Global Change Analysis Model (GCAM)\, a technology-rich integrated assessment model\, to investigate different technology and policy pathways to decarbonize the aviation sector in the US and EU. We focus on sustainable aviation fuels (SAF) and novel aircraft designs (electric and hydrogen planes) as the primary abatement technologies\, separating policy actions into technology supply and demand-side categories and accounting for different levels of corporate ambition. We use granular data inputs from i3 Cleantech on aviation start-ups and ICAO on technology development and corporate adoption to quantify the scaling potential of abatement technologies. \nOur results show that while complete decarbonization of aviation may be difficult and costly\, the sector can deliver emissions reductions that limit the need for offsetting in net-zero pathways. Full decarbonization of the aviation sector will likely place additional burdens on biofuel production and scaling of clean electricity generation unless coupled with demand reduction policies such as mode shifting. Combining an evidence base with policy scenarios can allow policymakers to design and gauge the role of aviation in net-zero pathways more accurately.

SUMMARY:Public preferences for phasing-out fossil fuels in the German building and transport sectors
DESCRIPTION:In most of Europe\, the decarbonisation of the building and transport sectors lags behind emission targets. Achieving full decarbonisation requires not only the diffusion of net-zero emission technologies but also the phase-out of technologies that emit greenhouse gases (GHG). However\, implementing policy changes in these sectors can have an immediate and significant impact on people’s day-to-day life\, leading to a higher risk of political backlash\, as exemplified by the yellow vest movement in France. In this study\, we investigate public preferences for phase-out policy packages in both sectors in Germany by conducting two conjoint experiments with 1\,777 respondents in March 2022. Respondents collectively evaluated a total of 17\,770 policy packages per sector\, specifically targeting the phase-out of fossil fuel-based heating systems and internal combustion engine vehicles (ICEVs). We find that respondents favour earlier phase-out dates for both technologies\, but the type of preferred instruments varies: while regulatory instruments like bans are preferred for heating systems\, economic instruments like taxes are preferred for ICEVs. These preferences are even more pronounced in people most concerned about climate change. In addition\, we find that people with higher knowledge about sector emissions tend to demonstrate higher acceptance of policy interventions and that supportive measures significantly enhance the attractiveness of policy packages. Our findings can inform the design of phase-out policy packages\, potentially increasing their acceptability and political feasibility.

SUMMARY:Environmental Actions and Support for Policy: Experimental Evidence from the US
DESCRIPTION:While a political divide persists about the urgency to tackle climate change in the US\, growing evidence suggests that individuals’ pro-environmental actions and support for green policies are much less politically divided. We investigate which type of information on climate change\, and through which mechanism\, can promote such actions and policy support. Using an online randomized experiment\, we find that providing prospective rather than retrospective information on local climate change has a significant and positive impact on both individuals’ behavior and policy support across party lines. The efficacy of this information provision depends on three main mechanisms: assigning individuals – rather than governments or corporations – the responsibility of addressing climate change; having young children; and expressing trust in the central government. Overall\, the results suggest that providing prospective information on local climate change and focusing on individual actions and support for green policies can contribute to raise the necessary vast support to address climate change.

SUMMARY:Leveraging Machine Learning to Understand Environmental Tax Opposition in Different Regions and Periods
DESCRIPTION:High environmental taxes face global opposition despite their broad recognition as essential for environmental protection. This study employs the random forest algorithm and the ISSP Environment surveys from 2020 (N=43\,678) and 2010 (N=27\,032) across 28 countries to identify factors associated with opposition to environmental tax increases. Simultaneously analyzing 41 individual-level factors and tax system characteristics\, we find individual values and environmental evaluations generally outweigh demographic factors for predicting tax opposition. The importance of factors varies over regions and time. In high-income countries\, concerns about environmental issues and prioritizing jobs and prices emerge as influential\, gaining prominence over the previous decade. Conversely\, an individual’s lack of commitment to pro-environmental behavior is the most important predictor in emerging economies. Our results highlight the dynamic nature of environmental attitudes. Policymakers and advocates can leverage these insights to tailor and target the communication of environmental tax increases in different contexts\, for instance\, by emphasizing job creation.

SUMMARY:Unraveling the Link Between Political Discourse on Climate Change in EU Party Manifestos and Climate Policy Implementation
DESCRIPTION:How do political parties discuss climate change and climate policies in their manifestos? To what extent does such discourse correlate with countries’ climate policy output? With more ambitious climate action required to achieve global climate mitigation goals\, climate change has become increasingly salient in the political arena. However\, the literature currently lacks a comprehensives analysis of EU parties’ climate policy positions and of the extent to which parties’ electoral programs are translated into climate policy output. In this paper\, we build a dataset of party positions on climate change and climate policy instruments for most parties active in all EU countries from 1980 to 2021. To do so\, we test and apply a set of multilingual transformers to the corpus of political manifestos made available by the Manifesto Project. To test the correlation between political discourse in the electoral manifestos of winning coalitions and the amount and stringency of climate policies that are actually implemented\, we combine our dataset on party positions with data on implemented climate policies made available by the OECD Climate Actions and Policy Measurement Framework. With this paper\, we make the following contributions: 1) The expansion of the Manifesto Project dataset to include specific climate policy variables for EU countries; 2) The implementation of an efficient and replicable pipeline for multilingual and multiclass text classification for political discourse; and 3) The evaluation of correlations between party positions on climate policy and actual climate mitigation policy outcomes.

SUMMARY:Breaching the social contract? Insights on the public acceptability of fossil fuel subsidy removal in Colombia
DESCRIPTION:The elimination of fossil fuel subsidies presents a practical strategy for global south countries to bolster climate mitigation endeavours. In our research paper\, we delve into the crucial role of public attitude toward the subsidy removal in Colombia. Since 2022\, the Colombian government has gradually elevated gasoline prices to align with global market rates\, aligning with its aspiration to become a carbon neutral society. A parallel initiative for diesel prices is slated for implementation in this year. \nWhile fuel subsidies historically aimed to support vulnerable households\, their primary beneficiaries are high-income households that consume greater amounts of fossil energy. The elimination of these subsidies raises concerns about the government’s fulfilment of its social contract\, for instance if adequate replacements for poor and vulnerable households are lacking. Other instances\, such as those in Ecuador\, France\, Nigeria\, and more recently Germany\, illustrate how the elimination of subsidies incite widespread protests with broad societal support\, highlighting their role in the countries’ social contract. \nOur research adopts a mixed-method approach to assess the public acceptability of the elimination process and its implications for Colombia’s social contract. We conduct interviews with stakeholders involved in or affected by the process to gather diverse perspectives on the impact of subsidy removal on the social contract. Additionally\, we explore alternative reform designs that could enhance public acceptability. Using insights from these interviews\, we design a discrete choice experiment to test various reform options\, aiming to identify alternatives that effectively improve public attitudes toward the policy.

SUMMARY:A Systematic Review of the Literature on Determinants of Public Acceptance of Climate Policies
DESCRIPTION:Mitigating dangerous climate change will require a rapid decarbonisation of the world economy\, with emissions brought to net zero levels within the next three decades. By now\, 145 countries covering close to 90% of the global emissions have announced or are considering net zero targets by 2050 or 2070. However\, policies and action put in place so far in most countries are insufficient for achieving their targets. Bolder policy measures need to be passed and implemented—an effort whose success\, as numerous experiences of failed attempts have shown\, critically depends on the level of public support (or acceptance\, at least) behind the policy initiatives. This paper provides a systematic review of the large and growing research into the determinants of public support for climate policy initiatives. Our review aims to achieve three goals. Firstly\, we provide an updated review of the literature\, which has grown significantly since the publication of previous reviews\, and we cover all policy types (aimed at climate mitigation) and all researched determining factors for public support. Secondly\, we provide a rigorous and ML-assisted analysis of the research landscape in this area\, and we\, in particular\, delineate the gaps still existing in the literature\, as well as the key questions that are still open. Thirdly\, we synthesise the state-of-the-art knowledge on political feasibility of climate policies\, and we formulate our synthesis around an integrative framework well-suited to inform future policy design with view of the public’s perception and acceptance.

SUMMARY:Women are under-represented in adaptation policy research and are more likely to emphasise justice topics
DESCRIPTION:This paper is the first to analyse the role of women authors in fostering justice-relevant topics in climate adaptation research.\nAs representation\, citation and payment patterns remain gender-biased across scientific disciplines\, we explore the case of climate science\, particularly adaptation\, as its most human-oriented facet. In climate research and policy\, there has been a recent surge of interest in climate justice topics. Between the latest assessment cycles of the IPCC (AR5 and AR6)\, mentions\nof justice in the reports of the Working Group on Impacts\, Adaptation and Vulnerability have increased almost 10-fold. We conduct a systematic examination of the topic space in the adaptation policy scholarship. As it is a vast and rapidly growing field\, we use topic modelling\, an unsupervised machine learning method\, to identify the literature on climate justice and related fields and examine the relationship between topic prevalence and the gender of the authors. We find climate change adaptation policy research to be male dominated\, with women holding 38.8% of first and 28.8% of last authorships. However\, we observe topic-specific variability\, whereby the shares of female authors are higher among publications on justice-relevant\ntopics. Female authorship is highly linked to topics such as Community\, Local Knowledge\, and Governance\, but less to Food Security and Climate Finance. Our findings corroborate the evidence that female authors play a significant role in advancing the research and dialogue on the relationship between climate change and areas that have meaningful impact on lives of women and other marginalised groups.

SUMMARY:Multilingual topic modelling international collaborations: lessons from United Nations initiatives on food\, water and climate
DESCRIPTION:In a variety of domains\, the United Nations (UN) asks countries and other actors to submit large volumes of documents. Natural Language Processing\, especially topic modelling\, can be used to gain insights into such datasets and their underlying politics. Here\, we use topic models to analyse three different UN processes: the Global Stocktake under the Paris Agreement\, the Food Systems Summit and the Water Action Agenda. We find marked similarities\, despite the differing domains and underlying politics: submissions broadly represent the interests of the submitting party; moreover\, many submissions discuss fairly general topics\, while regionally dominant- and politically sensitive topics are either left out of the submissions (e.g. dietary change) or left out of official summaries (the Global Stocktake). We discuss the consequences for transparency efforts at the international level and share practical lessons on the topic modelling of multilingual datasets. BERTopic\, in particular\, can make use of recent advances in Large Language Models to create multilingual topic models without the need for translation. At present\, however\, it is also a more complex model to understand and fine-tune\, so we discuss when it is appropriate to use such methods over more established alternatives\, such as non-negative matrix factorization (NMF) and Latent Dirichlet Allocation (LDA). Overall\, we stress that multilingual data sources can and should be considered more to address structural data inequalities in the tracking of climate impacts and adaptation\, especially given the continuing rapid advances in multilingual NLP.

SUMMARY:Evidence synthesis of data for tracking progress on adaptation globally
DESCRIPTION:Tracking progress to reduce climate change risks through adaptation has become a topic of significant political interest and debate. Especially under the Paris Agreement’s Global Stocktake and Global Goal on Adaptation\, there are increasing calls for ways to assess progress on adaptation globally. The COP28 decision text includes calls for an iterative adaptation cycle assessment framework for seven key thematic targets: water\, food\, health\, ecosystems\, infrastructure and settlements\, poverty and livelihoods\, and cultural heritage. \nYet there are many epistemological\, normative\, methodological\, and practical challenges for tracking progress. For example\, defining and determining “”progress”” is contested\, with varying adaptation outcomes across societies. Methodologically\, the choice between qualitative and quantitative approaches\, as well as the selection of appropriate indicators\, remains a point of political contention. Practical issues include incomplete or low-quality data\, lack of detail and nuance in indicators\, and difficulties in obtaining local or subnational data\, particularly in places where adaptation is needed most. \nThe main objective of this paper is to provide a systematic assessment of existing datasets from various sources\, including reports\, scientific papers\, and online repositories. We validate our results with an expert panel. The evidence synthesis provides key datasets with conceptually clear indicators and data\, and assessing evidence gaps and limitations. We use these insights to reflect on how feasible existing datasets are to assess progress on adaptation globally and what additional steps may be needed.

SUMMARY:Evidence mapping of behavioral interventions to promote sustainable mobility behavior
DESCRIPTION:Behavioral interventions are considered promising approaches to promote pro-environmental behavior. Applying these interventions in high-emission sectors such as transportation could help mitigating climate change. While systematic evidence synthesis is important for a variety of stakeholders within and beyond academia\, to our knowledge there are few systematic reviews and no systematic map focusing on behavioral interventions such as choice architecture and nudging in the mobility sector. Moreover\, while various and complex behaviors are relevant\, the syntheses on mobility to date focus on a limited number of behaviors such as mode choice. Against this background\, it is the objective of this research project to collect and catalog existing empirical evidence on behavioral interventions targeting different mobility-related outcomes in multiple contexts that focus on reducing the negative environmental impact of transportation. Thus\, the study aims to identify existing research foci and remaining research gaps. For this reason\, the evidence synthesis takes the form of a systematic map as described by the Collaboration for Environmental Evidence (CEE). It also follows the RepOrting Standards for Systematic Evidence Synthesis (ROSES). Our search strategy includes searching in six bibliographic databases\, one search engine\, and one thesis repository. A supplementary search to find grey literature comprises a large set of organizational websites\, snowball sampling\, and expert consultations. Screening will follow a three-step approach based on pre-specified PICO-FS screening criteria\, followed by a narrative synthesis. The analyzes will summarize\, among other things\, the current state of research with respect to the behavioral interventions tested\, as well as the respective mobility behaviors and contexts in which these techniques were deployed.

SUMMARY:Rebound effect in the era of energy transition
DESCRIPTION:This paper conducts a meta-analysis on rebound effects regarding the energy transition for household end-use services toward renewable energies (including photovoltaic\, biomass\, green electricity\, and heat pumps). The biomass and heat pump potentially lead to the highest size of rebound effect (approximately 33%). In addition\, the rebound effect regarding green electricity is about 1–3 % and even 11 % for low-income households. Focusing on residential solar/photovoltaic technologies\, it varies from a negative amount to nearly 30%. Only the solar domain supplies enough sample size to do the meta-regression. This model shows predictor variables driving the solar rebound effect(SRE) (estimated at around 15.49%) are feed-in-tariff (FIT) and the renewable share. A marginal percent in the renewable share or a one-cent change in FIT could result in a corresponding increase of SRE 0.21% and 0.34%\, respectively.

SUMMARY:Encouraging structural changes to private homes to reduce carbon emissions: a systematic review and meta-analysis of (quasi-)experimental evidence
DESCRIPTION:Reducing emissions from the building sector is one of the key steps in combating climate change\, as the building sector is responsible for about 38% of global greenhouse gas emissions. Private households have opportunities to reduce a significant proportion of these emissions by improving the energy efficiency of their buildings\, e.g. by refurbishing their insulation or heating systems. While such structural changes provide societal benefits\, households may still decide against energy efficiency related renovations due to the associated financial burden or behavioral economic factors\, such as status quo bias\, hyperbolic discounting\, or a lack of information. This review aims to synthesize evidence on policy interventions that reduce such barriers and encourage households to implement energy efficiency improvements. With a machine learning assisted systematic review and meta-analysis\, this study will quantitatively evaluate relevant literature across domains and assess how these interventions affect households’ decision to renovate. Until WWCSS\, we aim to complete the first phases of screening and tagging of studies in order to present a preliminary overview and initial results.

SUMMARY:Behavioural interventions change transport behavior but have only a limited impact on transport mode split
DESCRIPTION:Prevalent systems of land transport\, centred around automobility\, are energy inefficient and involve high economic\, health and GHG emissions-related costs. As one class of solutions\, demand-side behavioural change interventions (or soft policy interventions) are promoted to reduce car use and shift travellers to low-carbon transport modes. However\, the relative effectiveness of such interventions in initiating transport behaviour change has not been evaluated systematically. Here\, we conduct a systematic review and meta-analysis to evaluate the evidence on behavioural interventions in changing transport-related behavioural patterns. Relying on 37 literature reviews and 41 additional new studies\, we identify more than 450 cases of behavioural interventions. Our analysis reveals that behavioural measures are effective in increasing the percentage growth of public transit and active transport mode use as well as decreasing car use at the personal level. However\, their effectiveness in shifting commuters away from cars to more sustainable modes of transport at the aggregate level is limited. Our findings suggest that behavioural interventions have a role to play in reducing the health\, economic and environmental costs of car-centric transportation systems. We find that\, under the best-case scenario\, behavioural interventions can contribute up to a 5% per cent reduction of global GHG emissions from urban transport\, or about 150Mt CO2/yr\, a notable but limited potential compared to the reductions necessary to meet sectoral goals. Critical analysis of studies in our review indicates that interdisciplinary researchers interested in these issues should take a more strategic and rigorous approach—better study designs\, more representative samples\, and consideration of infrastructure effects—to determine which interventions are most effective in tackling multi-faceted urban transport issues.

SUMMARY:Demand-side interventions for sustainable food systems: A meta-analysis of food policy interventions targeting food consumption and waste behaviours
DESCRIPTION:It is now widely accepted that a significant portion of emission reductions required to meet net-zero targets must come from individual behaviour change. Shifting consumers towards more sustainable food consumption and avoiding food waste have been identified as key levers to mitigate climate change and slow biodiversity decline. However\, there remains a lack of knowledge on which food policy interventions can best harness this potential. Here\, we use a rigorous\, machine-learning-assisted systematic review and meta-analysis to comparatively assess the effectiveness of demand-side interventions targeting actual (or incentivised) food consumption and waste behaviours at the individual and household levels to comparatively assess the effectiveness of demand-side interventions targeting actual (or incentivised) food consumption and waste behaviours at the individual and household level. Based on 211 effect sizes comprising over 4.5 million observations\, we find a small overall effect size across all food consumption interventions (z = 0.15)\, and a small to medium effect size for food waste interventions (z = 0.20). When accounting for moderate publication bias\, these estimates are reduced to 0.10 and 0.18\, respectively\, but remain statistically significant at conventional levels. Our analysis reveals that\, in both domains\, structural choice architecture interventions are most effective in changing behaviour\, followed by monetary incentives. Sensitivity analysis shows that the current evidence base is characterised by substantial heterogeneity across studies\, which is not systematically related to variability in internal and external validity of studies. Our results underscore the necessity for future research to be carefully designed to uncover the factors determining when\, how and why interventions are effective.

SUMMARY:Meta-analysis on the efficacy of behavioral\, information and economic strategies in increasing energy-efficiency adoption among households
DESCRIPTION:Investments in energy efficiency are critical for a net-zero electricity system but are hindered by the ‘energy-efficiency gap’. Primary studies have evaluated the efficacy of various strategies in overcoming this gap and increasing adoption of energy efficient appliances by households\, but a systematic evaluation of the evidence is missing with existing reviews focusing primarily on the size of the energy efficiency gap or energy usage. This machine learning assisted\, mixed methods review summarizes evidence from 60 experimental and quasi-experimental studies that look at the impact of informational\, behavioral\, and monetary interventions on willingness to pay for energy efficient appliances\, market share of efficient appliances\, and the subsequent savings in energy consumption. The meta-analysis of studies on willingness to pay\, finds a small to medium\, statistically significant effect of the different interventions in increasing adoption of efficient appliances but the heterogeneity analysis using Bayesian Model Averaging suggests that real world impact might be lower. It also remains unclear whether the small increase in sales of efficient appliances translates to an actual reduction in energy consumption of households. Despite the hopes we do not find strong evidence that the studied interventions can result in the large amounts of energy demand reductions required for meeting climate goals.
