SUMMARY:How do savings groups influence resilience? Evidence from Nigeria
DESCRIPTION:Women’s savings group programs are increasingly seen as an important strategy for advancing women’s economic empowerment and may have the potential to increase the resiliency of members and their communities to covariate shocks\, such as climate change. While various studies have examined how savings groups have mitigated the effects of shocks\, empirical evidence on resilience remains thin\, however. This study examines how women’s savings groups in Nigeria could influence resilience by leveraging a quasi-experimental study of a government-implemented savings group program in Nigeria. The study combines longitudinal data of over 6\,000 surveys with women and their husbands with surveys of over 1\,200 women’s savings groups in six states in Nigeria. We combine these longitudinal data with a survey examining perceptions of climate change among the same households and panel data of an adaptation of a resilience index developed by the Food and Agriculture Organization (Resilience Index Measurement and Analysis). We first examine whether the resilience index predicts coping behavior followed by a difference-in-difference analysis to assess the impact of women’s savings groups on resilience. Next\, we assess the pathways of change by linking the impacts on resilience to impacts on women’s decision-making power\, asset ownership\, and income and household-level consumption\, and agricultural productivity. We also assess how climate change perceptions and exposure to droughts and floods moderated the impact of women’s savings groups on resilience. We will have results at the time of the conference.\nThe presentation will include the findings as well as a presentation by the World Bank about their evidence needs related to climate change and resilience. The World Bank will discuss how they plan to use the findings in the contexts of savings group programming in close consultation with the government of Nigeria.

SUMMARY:Anticipatory cash transfers in the context of weather disasters: Evidence from a randomized controlled trial
DESCRIPTION:Anticipatory humanitarian assistance is a novel approach to aid in the context of weather disasters\, drawing on meteorological forecasts to predict risk. Using a randomized study design\, we analyze the impact of anticipatory cash transfers distributed to pastoralist households in Mongolia during an extreme winter event. We do not find overall effects on livestock assets\, income\, investments\, or consumption across the study population. No heterogenous effects are found for different levels of disaster intensity. However\, there is robust evidence that cash transfers benefited households with lower pre-treatment wealth. The paper concludes by highlighting practical challenges in evaluating (anticipatory) humanitarian interventions.

SUMMARY:The Complications and Consequences of a Managed Retreat Law
DESCRIPTION:Managed retreat\, the relocation of households out of harm’s way\, was tried in New Zealand on an unusually large scale after the 2011 Christchurch earthquake\, shifting almost 20\,000 people in a well-compensated program of managed retreat. This presentation will focus on the empirical evidence about the economic and mental-health effects of this managed retreat on the relocated population. It will then explore the implications of these effects for the design of a Managed Retreat Law in New Zealand in the context of increasing risk because of climate change.

SUMMARY:Geospatial Impact Evaluation of Agricultural Intensification Program in Niger
DESCRIPTION:Climate change is exacerbating food insecurity around the world\, particularly in drought-prone areas that are already highly vulnerable\, such as the Sahel region of West Africa. To improve food security and resilience\, the government of Niger\, with funding from the West African Development Bank (BOAD)\, implemented a multi-faceted agricultural production intensification program in 2011 (PIPA/SA). We employ geospatial data (spectral indices from Landsat-7 imagery) and a synthetic difference-in-differences (SDID) design to measure the impact of this program (irrigation and land rehabilitation efforts) on agricultural production\, water availability\, siltation\, and desertification (using proxies for “level of greenness” such as NDVI\, SAVI\, etc.). Determining the impact of this program will inform the Government of Niger’s future policy and programming related to climate change mitigation/adaptation and food intensification\, with implications for human health\, nutrition\, livelihoods\, and economic development more broadly. \nThis project contributes to the evidence base on climate and nutrition interventions\, and provides more evidence on the benefits and application of geospatial/remote sensing data in climate-related impact evaluation.

SUMMARY:Urban form features determine spatio-temporal variation of ambient temperature: Assessing the transferability of land Use classes effect across diverse Urban Contexts
DESCRIPTION:Driven by ongoing urbanization and accelerated global warming\, urban heat stress develops into a major threat for a large part of the world population. While the literature is clear about the relevance of urban form in modifying urban heat\, the spatially explicit context of heat modifications by the built environment is insufficiently explored across cities. Here we develop a consistent methodology based on a machine learning model to determine the predictive features of urban form that shape urban ambient temperature (AT) under different urban and climate conditions. For this\, we combine urban climate data at 100 m resolution from the UrbClim model with urban form features computed from different open datasets. We exemplify our innovation by evaluating summer daytime and nighttime temperature variation within three European cities that are representative of distinct geographies and climates: Berlin\, Zürich\, and Sevilla. Mean AT at dense urban spots was higher by 3 ◦C (on average) during summer\ncompared to sub-urban sites across all cities. We find that urban form features explain around 2/3 of within-city temperature variations. Vegetation cover and water bodies are most significant in explaining spatial temperature patterns during the daytime\, while the impervious land cover is most critical at nighttime. Cooling effect of water areas can accumulate to – 1.5 ◦C\, while heating effects of roads can induce +0.5 ◦C during daytime. The magnitude of effects varies across cities\, primarily based on the climate type\, altitude\, and dominant land-cover. However\, further testing should be conducted to develop a better understanding of impact variations. The findings of this research will provide urban planners and policymakers with crucial insights towards heat mitigation and sustainable urban developments through region-tailored modifications and replacement of land-cover.

SUMMARY:Current challenges in agricultural intensification and land use change in Latin America: land sparing\, land sharing\, rebound effect\, and leakage.
DESCRIPTION:Humanity faces a double threat: burgeoning food demand from a growing population and ecological degradation fueled by agricultural expansion. Crop production can be increased through cropland expansion (more land)\, and crop intensification (producing more per unit of cropland). Embracing sustainable intensification on existing agricultural land rather than the unsustainable quest for ever-greater acreage has been proposed. This approach is known as land-sparing. Nevertheless\, there is a risk that land sparing can lead to a rebound effect where increased yields lead to increased demand for agricultural products\, which in turn drives further expansion of cropland. In addition to these challenges\, there is also the risk of leakage\, where land use change in an area is caused by land use change in another area. This can happen when global markets allow for the transfer of agricultural products from one region to another. With 23% of the world’s arable land\, 46% of tropical forests\, and 31% of freshwater\, Latin America possesses unparalleled potential for revolutionizing food production. By embracing sustainable intensification and conserving natural ecosystems\, the region can nourish a growing population without further deforestation\, protect vital ecosystems\, safeguard biodiversity mitigating climate change\, and become a global leader in sustainable food production. While studies have explored land sparing\, land sharing\, rebound effects\, and leakage in Latin America\, significant regional gaps remain. Existing research often lacks integration into the causes and consequences of these phenomena in diverse local contexts and potential pathways for the effective implementation of sustainable solutions. This study employs an evidence synthesis approach (https://asreview.nl/) to comprehensively analyze the existing literature. Our goal is to identify the main drivers and consequences of crop expansion and intensification across Latin America exploring potential pathways for policy implementation that fosters sustainable food production while protecting the environment.

SUMMARY:Assessing the Viability and Synergies of Nature-Based Solutions in Southern Africa: A Climate-Resilience Perspective
DESCRIPTION:Nature-based solutions involve working with nature to enhance both human well-being and ecosystem resilience\, with a primary objective of bolstering climate resilience and mitigation efforts. Despite the proliferation of initiatives aimed at funding and advocating for nature-based solutions\, there has been growing scholarly scrutiny globally regarding the socio-ecological suitability of certain approaches. This scrutiny is particularly pertinent in Africa\, where the livelihoods of many communities are intricately linked to their surrounding landscapes and the array of ecosystem services they provide. Moreover\, the ramifications of climate change on these essential ecosystem services remain incompletely understood. \nOur research endeavours to assess the effectiveness of select nature-based solutions within the context of southern Africa under projected future climate scenarios. Specifically\, we employed species distribution modelling to evaluate the potential distribution patterns of approximately 4500 plant species across three distinct nature-based solutions: afforestation\, agroforestry\, and restoration\, considering three varying degrees of warming above pre-industrial levels (+1.5°C\, +2°C\, and +4°C). \nDuring our presentation\, we delve into an analysis of the spatial and temporal viability of each nature-based solution throughout the subcontinent\, shedding light on the potential for either conflict or synergy among these solutions\, biodiversity conservation efforts\, and human well-being. Our findings serve as a novel exploration of the opportunities\, challenges\, and inherent limitations associated with implementing nature-based solutions in southern Africa.

SUMMARY:Maximizing climate and health co-benefits of climate action in low- and middle-income countries: Regional evidence mapping\, priority research and policy agendas\, and stakeholder mobilization
DESCRIPTION:There are likely mutually reinforcing co-benefits from public action that seeks to integrate climate mitigation and adaption interventions with efforts to strengthen health systems. Given the breadth and overlap of climate-related risk factors\, and the complexities in measuring\, mitigating\, and adapting to the climate crisis\, the health sector response needs to be based on evidence that is generated from interdisciplinary research findings. It also needs to go hand in hand with national\, regional\, and global climate responses and include civil society organizations\, private sector actors\, and government leaders. \nDespite these urgent needs\, the current state of the climate and health research field remains critically underdeveloped. Contributing communities are not sufficiently supported to implement meaningful coordinated approaches\, foster North-South/South-North collaborations and truly reach the most impacted populations\, including equity seeking groups. As a response\, Canada’s International Development Research Centre (IDRC) is supporting research teams across the globe to map available regional evidence and gaps and to help craft pathways towards healthy\, equitable\, and sustainable health systems and societies. \nThe proposed session will bring together civil society and research experts from Africa\, Asia\, and the Americas to share insights into the conducive factors that could lead to climate and health co-benefits in their regions. They will also share their views on priority research and policy agendas and pathways for change at the national\, regional\, and global levels. These include\, for example\, the need for stronger responsive data and information systems\, resilient health workforce and community responses\, climate-resilient infrastructures\, and evidence informed social and economic policies that promote health.

SUMMARY:Evidence-Based Priority Setting for Climate Change and Pandemic Preparedness in Sub-Saharan Africa: Findings from a Scoping Review and Stakeholder Consultation
DESCRIPTION:Climate change exacerbates the risks associated with climate-sensitive infectious diseases (CSIDs) that have pandemic potential\, posing additional threats to already vulnerable populations. Currently\, there are critical evidence gaps and inadequate institutional and governance arrangements further impact on Africa’s ability to prepare for CSIDs. Our objective is to explore the role of economic evaluation and data-systems to support CSID knowledge generation and priority-setting in Sub-Saharan Africa.\nWe have extended an existing pandemic preparedness framework to incorporate economic and data-systems themes across four stages: prevention\, detection\, response\, and evaluation. A rapid scoping review to identify existing knowledge and relevant gaps in economic evaluation and data-systems will be supplemented by a parallel stakeholder consultation on CSID emergence and pandemic risk. We adopted a list of 14 target CSIDs with pandemic potential informed by pathogens declared as Public Health Emergencies of International Concern and listed on the WHO’s R&D Blueprint Pathogens to identify relevant studies. Results will be synthesized using bibliometric analysis\, thematic topic categorization\, and narrative synthesis. A stakeholder mapping exercise identified 50 regional stakeholders from the government\, research institutions\, donors\, and civil service organisations that will be invited to respond to an online questionnaire and attend a semi-structured interview to consolidate key knowledge gaps. Following this\, a regional in-person expert consultation will help to prioritise key themes. Throughout\, a gender intersectionality approach will help to identify entry points for addressing CSIDs.\nAt present\, a total of 7\,328 articles have been identified from five databases and primary screening methods yielded 2\,232 abstracts on target CSIDs\, these will undergo final screening and data extraction to identify evidence gaps mapped to the conceptual framework. Findings will be used to inform evidence-based policies\, guide funding allocations\, and shape interventions to enhance health outcomes for vulnerable populations facing the dual challenges of climate change and infectious diseases.

SUMMARY:Climate change and health in Latin America and the Caribbean: What the evidence can tell us
DESCRIPTION:Latin America and the Caribbean (LAC) are among the regions most affected by climate change. However\, little evidence exists on its potential effects on individuals´ health. To fill this gap\, this research aims to define the region’s most critical developments in the study of economic costs of climate-sensitive infectious diseases and advances in the design\, implementation\, and evaluation of information systems. We conducted two scoping reviews. The first aimed to assess the existing evidence on the economic impacts of climate-sensitive diseases and the cost and benefits of strategies to mitigate them. The second focused on exploring the design\, implementation\, and evaluation of information systems on health and climate. In addition\, we conducted more than 20 semi-structured interviews with experts in climate change\, information systems\, economic analysis\, and infectious diseases in LAC. The results revealed a lack of evidence in the study of the economic impacts of strategies related to climate-sensitive infectious diseases in the region; only one article about this topic was identified. Additionally\, ten articles were obtained\, analysing the economic costs of climate-sensitive infectious diseases while considering the impacts of climate. Studies do not include climate information or analyse how climate change can increase the prevalence of infectious diseases in the region. Although more than 300 articles were identified on topics related to modelling\, monitoring or analysis of climate-sensitive infectious diseases\, there is limited evidence on how to design and implement information systems using health and climate variables The expert consultation revealed the need to enhance communication across fields to facilitate collaborative work and address pertinent research questions regarding the relationship between climate and health. There is a need to improve information systems\, to enable the interaction of data from different sources and guarantee its quality\, as well as to align governments and researcher´s priorities on climate and health.

SUMMARY:Climate Change Impacts on Waterborne Diseases: A Systematic Review of Mechanisms and Predictive Models
DESCRIPTION:Global climate change significantly alters environmental and health dynamics\, posing a major 21st-century public health threat. Waterborne diseases (diarrhea\, cholera\, skin infections\, dysentery) influenced by both water and food are particularly sensitive to these changes. While numerous studies have investigated these impacts\, a critical assessment of their methodologies is lacking. This systematic review synthesizes the impact of climate change on waterborne diseases\, focusing on analytical methods and predictive models used to explain disease presence or abundance. We further evaluate the strengths and limitations of each approach\, identifying key gaps for future research. We analyzed 88 indexed research articles published between 1996 and 2024. Our findings demonstrate that diverse climate-related extreme events\, including precipitation\, flooding\, and drought\, substantially impact waterborne disease incidence. Additionally\, temperature\, salinity\, humidity\, sunshine duration\, wind patterns\, and specific water quality parameters play significant roles\, with regional variations observed. Sensitivity analysis methods (e.g.\, Pearson/Spearman correlations) and mathematical models (e.g.\, generalized additive\, mixed\, and regression models) are employed to assess sensitivities\, quantify correlations\, examine impacts\, and predict risks. Based on these findings\, we urge future research to prioritize elucidating mechanisms and developing models that leverage climate data to accurately and quantitatively predict disease presence or abundance. SUMMARY:Quantifying Climate Change Impacts on Waterborne Pathogen Diversity and Abundance in Africa: A Systematic Review
DESCRIPTION:Africa\, despite contributing minimally to global greenhouse gas emissions\, disproportionately bears the brunt of climate change’s consequences. This systematic review quantifies the impact of shifting climatic conditions on waterborne pathogen diversity and abundance in this ecologically diverse continent. We analyze 88 indexed research articles published between 1996 and 2024 using PRISMA guidelines.\nKey Findings:\nIncreased diversity: A 1°C temperature rise significantly increased waterborne pathogen richness by 18.2% (95% CI: 12.7-23.8%). This aligns with observed correlations between rising temperatures and expanded geographic ranges of Vibrio cholerae\, Cryptosporidium\, and Shigella species.\nAltered abundance: Extreme precipitation events like floods (OR: 4.2\, 95% CI: 2.8-6.1) and droughts (OR: 2.7\, 95% CI: 1.8-4.0) were associated with significantly higher prevalence of diarrhoeal diseases caused by pathogens like rotavirus and Giardia lamblia.\nRegional variations: Rainfall patterns played a nuanced role\, with increased variability (CV) significantly associated with higher richness of bacteria (β = 0.15\, p < 0.001) in arid regions but negatively affecting protozoan diversity (β = -0.08\, p < 0.05) in tropical zones.\nSocioeconomic factors: Low income levels (β = -0.22\, p < 0.01) and inadequate sanitation infrastructure (β = -0.31\, p < 0.001) were strongly associated with decreased waterborne pathogen diversity\, highlighting the need for integrated interventions.\nFuture Directions:\nOur findings underscore the urgency of developing predictive models incorporating climate and socioeconomic data to forecast pathogen dynamics and guide targeted public health interventions. Additionally\, research efforts should prioritize elucidating the specific mechanisms that underly climate-driven changes in pathogen diversity and abundance. This enhanced understanding will inform tailored adaptation strategies for sustainable development and resilient water management in Africa.

DESCRIPTION:Climate change poses a complex challenge\, impacting both the physical environment and human well-being. This study investigates how communities in Ganvié\, Benin\, construct and perceive climate change\, and how these perceptions might influence their health. SUMMARY:Phasing out coal: technology\, policy and justice
DESCRIPTION:Rapid phase-out of coal power is essential for achieving climate targets. Here\, we synthesize historical evidence on coal decline and phase-out to develop realistic scenarios and inform future policies. \nWe identify 43 countries that have pledged to stop using coal by a specified date. We show that such pledges were initially made by wealthy countries that produce and use little coal\, and only after their coal use had already peaked and begun to decline. Over time\, these pledges expanded to countries with lower incomes and larger reliance on coal. Still\, the planned coal phase-out is not faster than what has been observed historically and is not sufficient to deliver on Paris climate targets. Additionally\, the largest coal users including India and China are yet to pledge a definite coal phase-out. We show that in a scenario where these economies phase out coal as fast as planned in Germany\, emissions from burning coal would be compatible with 2°C-2.5°C warming. \nSuch ambitious coal phase-out would require just transition policies compensating negatively affected workers\, communities\, and companies. To estimate the likely cost of such compensation\, we build the first database of coal phase-out compensation policies worldwide. We show that all countries with notable coal phase-out pledges plan just transition compensations\, globally amounting to over $200 bln. The size of compensation is roughly proportional to the emissions avoided as a result of enforcing coal phase-out and is comparable to recent carbon prices under the EU’s Emissions Trading Scheme. We show that if China and India pursue coal phase-out in line with Paris climate targets and implement compensation similar to that observed in other countries\, the required financial resources would be as large as already pledged climate finance to all developing countries. \nWe conclude with policy recommendations on accelerating coal phase-out and just transition policies.

SUMMARY:Feasible deployment of carbon capture and storage and the requirements of climate targets
DESCRIPTION:Carbon Capture and Storage (CCS) plays a key role in many climate mitigation scenarios and strategies\, yet the feasibility of its rapid upscaling has been vigorously debated. Recently\, there has been growing interest in CCS and if current plans are realised\, global CCS capacity would grow eight-fold from by 2030. However\, the bulk of today’s plans are at early stages of development. Can the current push bring CCS “on track” for the Paris climate targets? \nHere we address this question by developing a suite of methods for projecting feasible growth of CCS and other policy-driven emerging technologies. In a methodological innovation\, we project feasible growth using different feasibility spaces for the different phases of the technology life-cycle: the formative\, the acceleration\, and the stable growth phase. For each phase\, we construct a feasibility space using evidence from past experience of CCS and its historical analogies. \nWe show that under the most optimistic yet realistic assumptions about the near-term growth of CCS plans and their failure rates\, CCS capacity would be 0.37 GtCO2/year by 2030\, which is considerably less than most of the 1.5°C-compatible IPCC scenarios. After 2030\, CCS could stay on-track for 2°C if it accelerates at least as fast as wind power in the 2000s and then continues growing faster than nuclear power in the 1970s-80s. Only a handful of the existing climate mitigation pathways meet the CCS feasibility constraints and all of them depict <200 GtCO2 captured and stored by 2070\, which stands in contrast to the higher end of the amounts envisioned in the current IPCC climate scenarios. \nOur findings can be used for setting more realistic targets for CCS as well as informing projections and policies on other emerging climate and energy technologies at early stages of development.

SUMMARY:Aligning decarbonisation with energy security: the case of REPowerEU
DESCRIPTION:As a policy objective\, mitigating climate change needs to be reconciled with ensuring energy security. While decarbonisation is often beneficial to energy security\, the opposite is not true: certain energy security strategies may result in increasing rather than decreasing emissions. In this paper we explore the empirical evidence on the effect of this alignment on accelerating the progress towards climate targets. \nWe focus on the REPowerEU plan proposed in 2022 by the European Commission to reduce the European Union’s (EU) dependence on fossil fuel imports from Russia. We show that REPowerEU aimed to achieve energy security objectives without compromising the EU’s climate goals and that it set unprecedented renewables targets radically departing from past incremental policies. We demonstrate that replicating such targets beyond the EU would be in line with 2°C-compatible pathways. \nWe show that this remarkable alignment of climate and energy security policies has resulted from high-level commitment to climate neutrality established prior to the security shock of 2022. We also stress the key role of growing institutional capacities and emerging technological opportunities\, arguing that the energy security crisis did not create these capacities and opportunities\, but rather enabled their translation into specific policies. \nFinally\, we assess the challenges for achieving the REPowerEU targets by comparing them with forecasts\, historical trends\, and historical analogies. We argue that though the REPowerEU targets are unprecedented in the history of renewables they are not infeasible in light of the growth of nuclear power in the 1970s-80s\, which was triggered by another energy security crisis. At the same time\, achieving REPowerEU targets would require vastly different political strategies than those used 40-50 years ago given the nature of socio-technical and political barriers currently faced by renewables.

SUMMARY:Projecting mid-term growth of wind and solar power growth under empirically-grounded policy assumptions
DESCRIPTION:There is no consensus on the policy effort required to accelerate the growth of wind and solar power for the climate goals. Some point out that the declining costs assure future expansion even without strong policies. Others document increasing opposition and non-cost barriers and argue that policy interventions should intensify\, not abate\, over time. \nHere\, we propose empirically-grounded methods and synthesise evidence to understand the balance of declining costs and increasing opposition in order to assess the policy effort needed for accelerating solar and wind power growth. In contrast to dominant approaches\, we use national- rather than global-level evidence and account for both cost and non-cost factors. \nWe show that the growth of renewables in many front-running countries is fast but no longer accelerating and that it does not become faster in late-comers. This indicates persistent barriers which dampen the positive effect of technological learning. We develop a model for projecting global growth of technologies based on evidence from front-running countries. Our results show that under optimistic yet realistic assumptions and without a radical policy or market change solar and wind power could grow in line with 2°C-compatible scenarios\, but 1.5°C-trajectories as well as the global renewables pledge would likely remain out of reach. \nWe also show that a scenario where the recent EU renewable targets are replicated worldwide is in line with the 1.5°C goal. The global growth of renewables in this case would be as fast as the policy-driven growth of nuclear power in Western Europe in the 1970s-1980s. Thus it is feasible to expand renewables fast enough for ambitious climate goals\, but it requires massive policy effort and new strategies to address the very real barriers. \nOur empirically grounded technology projections can be used to assess and inform policies accelerating the uptake of mature climate mitigation technologies.

SUMMARY:The efficiency of cities in using land: A comparison of Africa and Asia
DESCRIPTION:Inclusive and land use efficient urbanisation is crucial for achieving sustainable development\, particularly in African and Asian cities that will have over 90 per cent of the total increase in the world’s urban population in the next three decades. Using density growth rate\, as an alternative indicator to SDG11.3.1\, in corroboration with 11 in-depth cases of African and Asian cities\, this study attempts to assess and explain the extent of efficient use of urban land and their variations. This study presents descriptive statistics and regression analyses using the European Commission’s Global Human Settlement Layer data on 1\,203 cities – 192 African and 1\,011 Asian cities – with over 100\,000 populations and over 20 km2 of built-up areas. Contrary to existing belief\, the majority of African and Asian cities are densifying albeit with some variations. Densification patterns are non-linear: small- and medium-sized cities have slower densification than large cities; Asian cities have slower densification (led by Chinese cities) than African cities; and cities located in less developed regions (e.g.\, China) have slower densification than those cities located in the least developed region (e.g.\, Tanzania). Currently\, ill-conceived land and housing policies and the proliferation of unplanned human settlements are dominant contributors to densification rather than land use planning. This study argues for the promotion of economic density – where cities should opt for vertical growth with appropriate space for infrastructures and economic activities – to reap the benefits of compact development\, including greenhouse gas mitigation from urban areas.

SUMMARY:How will tropical vegetation respond to climate change? Implications for nature-based solutions and adaptation
DESCRIPTION:Cities are promoting nature-based solutions to adapt to climate change. Urban nature-based solutions including urban forests\, parks\, and vertical greenery can mitigate urban heat and flooding whilst providing space for recreation and supporting biodiversity. However\, the species planted in these systems are themselves vulnerable to climate change\, including rising temperatures\, extreme precipitation and more severe droughts. Many species in the tropics live near the upper limits of their thermal tolerance\, leaving narrow safety margins to cope with climate change. Moreover\, there is a dearth of quantitative data on tropical ecosystems and species. How species respond to climate change will have implications for ecosystem function\, including the ecosystem services provided by nature-based solutions. Predicting the direction and nature of such responses is key to accurately quantify the ongoing effectiveness of nature-based solutions\, and for decision makers to select climate resilient species in urban greening efforts. Here we present the results of a systematic literature review synthesising the physiological responses of tropical vegetation to rising temperatures and drought. From a systematic literature search returning 5\,020 papers we evaluate the state of the evidence for 311 papers reporting a response of a tropical flora species to rising temperatures\, waterlogging or drought. Using Singapore as a case study we evaluate the implications of the evidence for urban greening strategies and climate resilience planning through consultation with the National Parks Agency. Further\, we evaluate the strengths and weaknesses of the methodological approaches reviewed and highlight key knowledge gaps.

SUMMARY:Climate Change and Health Inequities in Hilly Regions: Evidence from a Scoping Review
DESCRIPTION:Globally\, climate change poses serious threats to public health\, and because of their unique ecological characteristics\, ranging from their topography to resources makes the hilly areas particularly vulnerable. UNEP states\, globally 1.2 billion people live in mountainous regions. These regions are highly sensitive to climate change\, warming at rates exceeding global averages. Example\, between 1901 and 2012\, global temperatures rose by 0.89°C\, while hill regions in the Himalayas warmed by 1.24°C. For millions of people living in these delicate ecosystems\, this sharp increase in temperature\, along with altered precipitation patterns and extreme weather events\, increases already-existing health risks and imposes new ones.\nThis scoping review aims to map the current evidence on the health effects of climate change in hilly regions.\nA thorough search was performed utilizing MeSH terms and phrases related to climate change\, hilly regions\, and health implications in PubMed and Google Scholar. The scoping review adhered to the PRISMA guidelines\, to ensure methodological robustness\, systematic data extraction\, and comprehensive reporting of results. Studies addressing the ramifications of climate change and emphasizing health outcomes in hilly or mountainous regions met the inclusion criteria.\nSignificant health effects that have been noted include a higher risk of vector-borne illnesses as a result of rising temperatures; food and water insecurity made worse by erratic rainfall and droughts; elevated rates of malnutrition; mental health problems brought on by disruptions to livelihoods; and population displacement and conflict over limited resources. There was a disproportionate impact on vulnerable populations. This analysis shows that there are major worldwide direct and indirect health costs associated with climate change in hilly regions. More primary research in these ecologically and socially deprived environments should look into context-specific risks and adaptation strategies. A nuanced understanding can help to shape policies aimed at increasing health equity and climate resilience.

SUMMARY:Ruptures in perceived solution spaces for adaptation to flood risk: Actor-specific insights from Mumbai’s flood risk reduction and general lessons
DESCRIPTION:Adaptation to the increasing impacts of climate change will require societies to design portfolios of risk management solutions by selecting from an array of available adaptation options. A major step on the way toward a strong social contract for adaptation is understanding how different actors view different adaptation options as well as what adaptation goals they have and for whom. Here we adopt an actor-oriented multi-dimensional framework to understand how different actors evaluate their perceived adaptation solution space. The aim is to understand who identifies which adaptation options and how they are assessed as well as what desired objectives are and for whom they are targeted. In other words\, what works\, how\, for what\, and for whom. We build on the feasibility and effectiveness assessments used in IPCC’s sixth assessment report and explore the framework by applying it to the solution space for flood risk in Mumbai. We draw on empirical data collected through key informant interviews with state\, civil society\, and academic actors. Our findings show that\, overall\, actors see the need for institutional changes and green infrastructure measures. In terms of the factors perceived to enable or constrain adaptation\, actors agree on the pivotal role of institutional aspects as even more important than financial or technical factors. However\, the assessment revealed stark disparities between state and non-state actors\, in particular on the objective of efficiency\, largely emphasized by state actors for physical infrastructure measures. Other contested objectives included ecosystem protection and fairness for vulnerable populations. This study makes an empirical and analytical contribution to advance feasibility and effectiveness assessments by including actor perceptions in the evaluation of solution spaces for adaptation in real-world settings. It aims to inform decision-making processes for more effective and equitable adaptation.

SUMMARY:How effective are heat risk management strategies in South Asian cities? A systematic review of literature
DESCRIPTION:Residents in South Asian cities are already facing devastating heatwaves; and at global warming of 2°C\, their exposure to heat stress is set to triple. Limiting warming to 1.5°C may halve this impact\, but deadly heat stress could become commonplace\, especially in urban centers (Ashfaq et al.\, 2021). In the face of escalating climate change\, urban environments and human settlements are focal points for effective climate solutions (IPCC\, 2022). Prior research has identified various technologies and strategies to manage extreme heat and showcased instances of adaptation by individuals\, communities\, and governmental stakeholders. However\, a comprehensive understanding of the overall effectiveness of these implemented heat adaptation actions is lacking. This systematic literature review fills this gap by examining the efficacy of different heat risk management solutions—specifically\, nature-based\, technological\, informational\, and structural interventions—implemented in South Asian cities. \nUsing PRISMA guidelines\, the review assesses current evidence to examine how much heat risk is reduced\, and for whom. Care is taken to examine outcomes across spatial and temporal dimensions\, assessing the varied impacts of heat solutions across different climatic zones\, and potential adaptation limits to heat risk management. We also examine whether processes underpinning heat risk management (e.g.\, public participation\, complex risk assessments) lead to more effective solutions. Evaluating the effectiveness of heat adaptation solutions can contribute to climate-resilient urban environments as well as inform urban policymakers on which solutions to prioritise in the short and long-term.

SUMMARY:Regions at risk: end-of-century impacts of extreme climate change on global population
DESCRIPTION:The human population is projected to grow to between 8.9 billion and 12.4 billion by 2100\, with 85% expected to live in cities. Over 80% of global GDP is generated in cities\, demonstrating the importance of urban environments to human flourishing. As urban infrastructure systems are vulnerable to climate change it is vital that the full range of potential impacts on urban areas are understood. \nHigh-impact\, low-likelihood (HILL) extreme climate change (ECC) events do not receive as much attention as scenarios considered most likely in the existing literature\, despite the severe threat these tail risks pose to many aspects of human society. This includes impacts on urban infrastructure\, supply chains\, population displacement and migration\, food\, water and energy security and associated consequences such as conflict. There remains significant uncertainty regarding the likelihood of ECC due to\, for example\, potential climate tipping elements that may cascade\, trigger feedbacks and lead to runaway climate change\, even if global warming remains under Paris Agreement thresholds\, which is growing more unlikely. The potentially existential impacts of such scenarios necessitates that we exercise the precautionary principle and explore the boundaries of plausibility. \nIn this study we present synthesised evidence from extreme climate change scenarios\, assessing the potential worst-case impacts on urban systems with a focus on heterogeneous regional impacts and the potential need for significant pre-emptive adaptation efforts. Global regions are ranked according to their potential vulnerability to ECC impacts with the aim of identifying urban areas where critical infrastructure is at risk of failure and what effects are likely to be experienced. We highlight gaps in current understanding and the need to focus research in this area\, including case studies of infrastructure systems in cities identified as vulnerable\, with the aim of generating evidence for use in policy development.

SUMMARY:Synthesising evidence on approaches to accelerating the transition to electric vehicles
DESCRIPTION:Given the reasonable assumption that people will still be driving two and four-wheeled vehicles in 30 years\, then the transition away from internal combustion engine vehicles (ICEVs)\, and almost certainly to electric vehicles (EVs)\, is an essential one for complete decarbonization of the transportation sector. In one country – Norway – this transition is taking place at breathtaking speed\, but this is an outlier\, and question remains how to accelerate it elsewhere. There are many policies currently in operation in order to do so\, and many competing beliefs on how to do it better. \nIn this paper\, I qualitatively synthesize the results from separate studies related to this issue\, each of which highlights different aspects of the challenge of accelerating the transition. These fall into three main categories: (1) studies that model consumer choices\, according to economic and convenience factors; (2) studies that examining consumer preferences and beliefs\, to understand the factors that influence their acceptance of EVs and the policies that would phaseout the use of ICEVs; and (3) qualitative evaluation of alternative policy instruments\, to understand their effectiveness at addressing the barriers to accelerated diffusion. The studies themselves have been conducted in multiple European countries\, and concerned both private cars and motorcycles. \nThe synthetic results highlight the importance of regulatory approaches\, particularly with respect to the availability of residential charging infrastructure. They also highlight the divide between popular perception of many environmental and economic aspects of EV ownership\, and a resulting low acceptance rate both of EVs and the policies that would phase out ICEVs. As we identify several causes for this low acceptance\, including the discourses within which EV ownership and use are characterized\, our results also offer lessons to both policy-makers and policy-entrepreneurs seeking to develop politically-feasible interventions.

SUMMARY:Residual carbon emissions in companies’ climate pledges: Who has to reduce and who gets to remove?
DESCRIPTION:Residual emissions need to be balanced by permanent emission removal to reach the goal of net zero\, which has been defined as a balance of sources and sinks by the IPCC. To reach this goal\, private sector action and a rigorous definition of residual emissions is crucial. To identify how residual emissions are currently used by the private sector\, I have analysed 115 corporate climate pledges and their interpretation of residual emissions. The results show that the current ambiguity of residual emissions leads to low ambitions in the private sector. Fifty-five of the analysed companies mention residual emissions\, but only eleven of them linked residual emissions to a specific process or product. From the companies that had a net zero target (69) only 22% aimed to reduce emissions to a residual level and compensate with removals. The residual emission levels in the target year is specified by 28 companies and ranges between 0-80% (mean = 19.6%\, median = 10%\, n=28). More than half of the residual emissions that exceed the mean of 10% are claimed by sectors that are not classified as hard-to-abate such as information technology or communication companies. The results call for a more rigorous use of the term “net zero” as well as “residual emissions” and a dialogue between politicians\, civil society and industry regarding residual emission levels that I would like to contribute to in the oral presentation.
