SUMMARY:Crop\, livestock\, and forestry integration to reconcile soil health\, food production\, and climate change mitigation in the Brazilian Cerrado: A review
DESCRIPTION:Integrated crop-livestock (ICL) and crop-livestock-forest (ICLF) systems have been widely adopted in the Brazilian Cerrado. Accordingly\, an enormous increase in the number of publications evaluating ICL and ICLF systems has been observed in the last decade. However\, to the best of our knowledge\, this information has never been analyzed together in a comprehensive way. Here\, we gathered the publications regarding the effects of ICL and ICLF systems on soil health\, plant and animal production\, and carbon (C) balance\, and then synthesized them in comparable terms\, aiming to evaluate the sustainability of these systems in a broader and comprehensive approach. Based on evidence from 65 peer-reviewed publications\, it was observed that adopting integrated systems can improve soil health in the Brazilian Cerrado. With a few exceptions\, positive effects on chemical\, physical\, and biological indicators of soil health were observed for most of the studies that compose our data. Accordingly\, results showed that ICL and ICLF systems can improve plant yield and animal production\, but special attention regarding the grazing regime and tree management (e.g.\, spacing\, pruning\, thinning) is required. Moreover\, the soil C accumulation fully offset soil N2O emissions\, underscoring the feasibility of ICL and ICLF systems for decreasing the C footprint of agricultural commodities in this region. The research assembled in this review has undoubtedly advanced our knowledge about integrated systems in the Brazilian Cerrado. However\, there are still significant knowledge gaps that should be addressed\, such as their effects on soil physics and biology. Despite these shortcomings\, our literature review demonstrates that ICL and ICLF systems are important strategies to intensify agricultural production in the Brazilian Cerrado while ensuring sustainability.

SUMMARY:A map of the evidence of climate change and biodiversity interventions on environmental and human outcomes in L&MICs
DESCRIPTION:Climate change and biodiversity loss are interconnected crises\, with feedback loops that can exacerbate both issues. Low- and middle-income countries (L&MICs) are disproportionately affected by both crises as livelihoods in these countries often depend on local natural\, animal\, and plant resources. They also face greater exposure to changing environmental conditions and to more frequent and severe negative shocks. The severity of these two crises\, the possible irreversible changes that they bring\, and the limited resources to tackle these issues underscore the crucial need for evidence-informed action. \nEvidence Gap Maps (EGMs) provide a structured overview of the state of the evidence and easy access to individual studies to inform policy\, programming and research decisions. Leveraging and connecting related resources and previous synthesis efforts\, we will present the findings of a systematic search and categorisation of impact evaluations and systematic reviews of climate change and biodiversity interventions implemented in L&MICs. Based on the latest strategic and policy papers around climate change and biodiversity\, the EGM covers interventions focused on mitigation\, adaptation\, protection\, conservation\, and restoration across four natural systems and productive activities – land and forests\, agriculture and livestock\, coasts and oceans\, and aquaculture and fisheries – and includes evaluations reporting environmental and human outcomes. \nWe will summarise the main characteristics of the evidence and identify primary evidence and synthesis gaps to guide future research and investments in the climate and biodiversity space.

SUMMARY:The effect of policy norms on public acceptance of pro-environmental policy measures
DESCRIPTION:There is a substantial body of research investigating and mapping the factors influencing citizens’ attitudes toward climate policy instruments. Based on reviews and meta-analyses we also have a quite clear idea about the role of various determinants. Despite this extensive examination\, there remains considerable variation in policy attitudes that demands further exploration\, not the least of contextual factors\, which have been relatively understudied.\nIn parallel fields\, such as individual environmental behavior—for example recycling or waste sorting—scholars have long emphasized the pivotal role of social norms in shaping and guiding actions. Building upon this finding\, our study introduces the novel concept of policy norms\, which encapsulate individuals’ perceptions of the prevailing social norms toward various pro-environmental policy measures\, such as taxes on fossil fuels\, as well as policies targeting climate related behaviors\, such as food consumption.\nOur investigation uses unique survey data collected from six countries—the United States\, Brazil\, Germany\, Sweden\, South Africa\, and India—comprising 12\,000 respondents. We find that policy norms are strongly associated with individuals’ inclinations toward accepting or rejecting a wide range policy measures. Importantly\, this influence persists even after accounting for established determinants such as ideology\, political trust\, environmental concern\, and personal norms.\nIn the future\, we plan to conduct experimental studies to better understand and confirm the reasons behind the effects we have observed. We want to explore how social norms and policy acceptance interact in more detail\, aiming to offer valuable insights that can improve climate policies worldwide.

SUMMARY:Coal and political backlash in Colombia
DESCRIPTION:Voter backlash can pose an important political economy barrier to the public and political acceptability of phasing out fossil fuels. We investigate the case of Colombia\, a country heavily dependent on coal exports\, which recently announced a complete phasing out of fossil fuels. Using a novel and unique data set\, we analyze how municipality-level changes in extracted coal and associated mining employment interact with voting outcomes\, looking at presidential elections from 2014-2022. Applying a staggered Difference in Difference design with continuous treatment\, we find that pro-mining and reformist parties are able to capitalize on changes in local coal labor markets. At the same time\, we find less political support for parties that promote phasing out mining activities\, pointing towards increasing political polarization.

SUMMARY:How political attitudes change with energy prices: Quasi-experimental evidence from Germany
DESCRIPTION:We study the impact of the 2022-2023 energy crisis in Germany. We collect four waves of panel data to measure how political attitudes change with increasing energy prices for households. Our difference-in-differences estimation exploits unique features of the German energy sector\, which allows for a quasi-experimental design. We show that increases in electricity payments lead to a decline in support for democratic institutions\, with effects intensifying over time. The study sheds light on the consequences of economic shocks on political attitudes and has implications for the design of stringent climate policies.

SUMMARY:Public support for carbon pricing policies and different revenue recycling options: a systematic review and meta-analysis of the survey literature
DESCRIPTION:Identifying policy conditions that foster public support is critical for implementing effective direct and indirect carbon pricing policies. We conduct a systematic review and meta-analysis to examine the survey-based literature on change in public support for carbon pricing policies when different revenue recycling options are presented to respondents. Following a comprehensive and transparent machine-learning assisted screening of the literature\, our dataset comprises 35 studies containing 70 surveys across 26 countries covering a total of more than 100\,000 respondents. We find that the introduction of revenue recycling options increases public support for carbon pricing scheme\, but to different degrees depending on recycling scheme and region. Our meta-regression results indicate that green spending (i.e. using revenues for climate-friendly projects) is the only revenue recycling option associated with a statistically significant increase in public support for carbon pricing policies when compared to an allocation of the revenues towards public finance (i.e. using revenues government budget purposes). Our findings moreover suggest that the effect of revenue recycling options on public support depends on the region\, and is statistically stronger in Africa\, Asia and Pacific\, and Latin America and Caribbean compared to North America.

SUMMARY:The Political Economy of Carbon Taxation
DESCRIPTION:Carbon taxation is often seen as a key instrument for cost-effective greenhouse gas mitigation. Yet\, we observe an implementation gap in terms of coverage and stringency. Successful adoption of carbon taxes depends on a myriad of political\, legal\, economic\, technical\, and multilateral factors. Considering such circumstances is crucial for successful policy choices to mitigate climate change effectively and in a just and acceptable manner.\nConducive conditions to carbon pricing have been studied along different lines. Quantitative analyses identify correlations of certain indicators with strong climate policy\, but tend to neglect causal mechanisms. On the other hand\, certain factors (e.g. public support)\, are studied extensively\, but often without comprehensive inclusion of other contextual variables. This makes it difficult to judge their relevance in comparison to other factors. Finally\, the case study literature offers a more in-depth analysis of individual climate policy processes. Since these studies naturally have a limited spatial-temporal focus\, external validity is typically low. Besides\, these studies rely on a variety of analytical approaches\, impeding comparison further.\nThe main objective of the study is to draw lessons from such qualitative case studies to understand when and why different political economy factors are relevant for the adoption success of carbon taxes\, and how they interact with each other. To that end\, a systematic review of the case study literature on carbon taxes is conducted\, including successful adoption as well as failed attempts on a global scale. This allows assessing the political economy of carbon taxes in different contexts and comparing them within a single analytical framework. The underlying study contributes to evidence-based climate policy by providing the hitherto scarce synthesis of qualitative data about carbon tax adoption. This approach allows for a more unbiased policy assessment and an inclusion of broader social science knowledge on carbon taxes.

SUMMARY:Stakeholder needs for Digital Evidence Synthesis Tools for Climate and Health: findings from a global survey and series of workshops
DESCRIPTION:Background: The climate crisis’s profound impact on human health necessitates immediate\, evidence-based action. Fast-growing research evidence on climate and health provides new opportunities but makes staying abreast with and rigorously synthesising evidence increasingly challenging and time consuming. While automation tools for evidence surveillance are being developed\, they lack rigorous evaluation and their suitability for climate and health research\, policy and practice has been largely overlooked.\nMethods: To understand the current application of Digital Evidence Synthesis Tools (DESTs)\, their future potential as well as barriers and opportunities for their uptake\, we conducted a global survey assessing user needs for DESTs in climate and health. Surveying approximately 2000 individuals worldwide\, 151 respondents provided valuable insights. Furthermore\, we conducted three workshops (with researchers\, tool developers\, science assessment experts) to discuss findings in more depth. \nResults: Covidence\, EPPI Reviewer\, Rayyan\, RevMan\, and DistillerSR emerged as popular DESTs. Researchers exhibited varying familiarity with different evidence synthesis practices\, with most using DESTs in title and abstract screening stages. They were generally perceived to increase time efficiency in evidence synthesis; however\, barriers to use included a lack of machine learning expertise\, cost considerations\, and uncertainty in tool selection. Specific needs for climate and health research were also highlighted\, emphasising variations in meta-labels\, definitions\, inclusion criteria\, and database structures. Respondents stressed the importance of rapidly updatable evidence bases to support living systematic reviews. Developers predicted future time savings in various evidence synthesis stages\, notably data extraction and visualisation. However\, all agreed that DESTs cannot replace human labour in quality appraisal. \nConclusion: Our findings shed light on the current landscape of DEST use in climate and health research\, and emphasise the need for increased investment\, capacity building\, and robust evaluations to propel the widespread adoption of DESTs and facilitate comprehensive and timely evidence synthesis.”

SUMMARY:The safe use of LLMs for screening in systematic reviews
DESCRIPTION:Background: \nThe field of Machine Learning (ML) for evidence synthesis aims to develop applications of machine learning that save labour by supplementing or replacing human effort at various stages of the systematic review process. Since ChatGPT popularised Large Language Models (LLMs) in November 2022\, several projects have assessed the potential to use LLMs to increase the labour savings possible when applying ML technologies to systematic reviews. Some of these projects have looked at the task of screening\, where a mature literature exists on how to manage the uncertainty that comes with any application of ML in order to ensure that the quality of reviews is not compromised.\nHowever\, the hitherto available evaluations of LLMs for screening have not sufficiently engaged with this existing literature\, such that we do not yet know the extent to which they may reduce labour in a realistic setting where the risk of missing relevant studies can be appropriately managed. \nObjectives: \n– To outline a framework for evaluating LLMs for screening in a way compatible with their safe use in real projects\, by combining with stopping criteria.\n– To assess the extent to which using LLMs for screening may offer additional labour savings as compared to standard methods\, while maintaining high standards\n– To assess the extent to which model choice and prompting strategy affect potential labour savings\n– To quantify the additional costs involved in using LLMs for screening instead of standard methods \nResults: \nCurrent results show that\, using simple prompts based solely on the review title\, LLMs result in substantially smaller labour savings than standard machine-learning prioritisation pipelines using support vector machine classifiers. Further results will show the effect of more complex prompting strategies involving study inclusion criteria\, as well as the comparative costs of LLM-assisted screening and traditional approaches. \nConclusions: \nThough LLMs offer impressive capabilities given their zero-shot nature\, their simplistic application in systematic review screening may result in smaller work savings than current approaches can deliver. A future research agenda may find ways to combine active learning approaches with LLMs\, for example by automatically adjusting prompts based on inclusion and exclusion decisions.

SUMMARY:Evidence Synthesis in Climate & Health: A systematic map of reporting quality and digital tool use
DESCRIPTION:The field of climate and health (C&H) is expanding rapidly and has experienced a substantial increase in evidence synthesis efforts\, to help provide robust guidance for policy and practice. To facilitate the efficiency and effectiveness of such work\, a range of tools have been developed to help streamline the evidence synthesis process – henceforth referred to as Digital Evidence Synthesis Tools (DESTs) -\, including those integrating machine learning. However\, to help provide recommendations to tool developers and funders about where our focus should be to enable the next step-change in evidence synthesis\, more information is needed about which tools are currently being used by C&H researchers\, and at which stages of the review process. To this end\, a systematic map is currently being undertaken of evidence syntheses published in the field of C&H up to December 2023 (n = 469). Deduplication\, screening and data extraction were undertaken in EPPI Reviewer\, with analysis facilitated by an an openly accessible EPPI Visualiser database. The findings reveal that a substantial percentage do not report tool utilisation (43.5%)\, with only 12.4% (n = 58) of all reviews using purpose-built systematic review platforms\, such as Covidence. Particularly surprising was the lack of reviews that reported any tools used during screening (20.9%\, n = 98)\, which is the stage that has been evaluated the most\, and where arguably the most digital evidence synthesis tools exist. The authors will provide information about the quality of reporting in C&H evidence syntheses\, as well as provide recommendations for future DEST use and development in the field.

SUMMARY:INACCT Resilience and REPRESA Synergies in Climate Resilience in African Coastal Cities and Tropical Cyclone Preparedness in Southern Africa
DESCRIPTION:The intersection of the INACCT Resilience and REPRESA projects presents a unique opportunity to address climate change impacts through collaborative approaches\, enhancing climate policy\, and sharing key findings to achieve project goals. INACCT Resilience\, focusing on inclusive African coastal cities’ resilience\, and REPRESA\, aimed at improving early warnings and resilience to tropical cyclones\, both contribute to the overarching goal of building sustainable and resilient communities in the face of climate adversities. The collaborative approach between INACCT and REPRESA leverages transdisciplinary research and stakeholder engagement to co-design gender-responsive resilience planning frameworks and early warning systems. This synergy enhances the capacity of local communities and governments to proactively manage and respond to climate risks\, thereby influencing climate policy at municipal and national levels. Key findings from both projects underscore the resilience and adaptability of informal settlements and vulnerable communities. INACCT’s participatory methodologies\, such as photovoice\, provide insights into local experiences of climate-related disasters\, while REPRESA’s state-of-the-art climate and flood modeling informs early warning systems and adaptation strategies. The goals of both projects align with the urgent need for evidence-based climate solutions highlighted by the What Works Climate Solutions Summit. By integrating INACCT’s inclusive resilience frameworks with REPRESA’s advancements in early warning and preparedness\, the projects contribute to the global effort of limiting warming to well below 2°C and adapting to existing climate impacts. This presentation will discuss the synergies between INACCT and REPRESA\, demonstrating how their combined efforts can lead to more effective and just climate solutions\, ultimately contributing to the body of knowledge that informs the IPCC’s 7th Assessment Report and other scientific policy advice on climate change.

SUMMARY:Migration as Successful Adaptation? Examining research\, policy\, and media evidence
DESCRIPTION:Human migration is an age-old strategy to manage risk. It’s nature\, quantum\, and outcomes are changing under climate change and there is conflicting evidence on whether migration can be successful adpatation or not. Drawing on a review of policies and media\, and supplemented by an ongoing evidence map of migration-as-adaptation\, this paper discusses key research areas and knowledge gaps. The work goes beyond literature reviews on the migration-adaptation interface to focus on other (non-academic) spaces where these narratives are growing and gain legitimacy from (e.g. policy documents\, popular media). The work synthesises key discourses in literature\, policy\, and media\, to articulate the need for narrative change around climate migration that (1) recognises the vulnerability and agency of climate migrants\, (2) avoids falling into the trap of environmental determinism when identifying migration drivers\, and (3) identifies entry points for expanding what we understand by ‘successful’ adpatation in an increasingly mobile world.

SUMMARY:CLARE Threads: weaving together co-produced research evidence
DESCRIPTION:A key part of CLARE’s theory of change is to support research partnerships\, produce knowledge and innovation\, strengthen capacity and pursue research impact in support of transformational change. This requires individual research projects’ to focus on impact pathways\, as well as identifying and pursuing some “threads” that bring together findings that have potential for transformational change across multiple research projects. This presentation will share some of the emerging findings on the main impact pathways that are emerging across the CLARE projects\, which highlight important entry points in the evidence-policy interface. CLARE has identified cross-cutting Threads that tie together the 18 different research projects. Two cross programme Threads have emerged so far. The first explores the link between short term disaster responses and long term climate adaptation actions; looking to connect these two timescales and better understand the potential consequences to help avoid maladaptation. The second explores how lived experiences of extreme events can shape future adaptation responses. Each of these topics is being explored within different projects and the Thread synthesis of overarching learning will help to shape future practice and policy.

SUMMARY:Climate Adaptation and Resilience (CLARE): evidence-based climate adaptation action through transdisciplinary\, co-created\, capacity-focussed research and syntheses
DESCRIPTION:Climate Adaptation and Resilience (CLARE) is a UK-Canada framework research programme that aims to build resilience to climate change in Africa and Asia-Pacific (https://clareprogramme.org). CLARE is producing action-oriented research and syntheses\, ranging from anticipating and acting ahead of cyclones and droughts\, to the investments needed now to understand and tackle future climate risks\, to locally-led pathways for long-term\, inclusive resilience in rural-urban settings\, in 30 countries in Africa and Asia. This research is carried out by 18 teams bringing together 125 organizations in 38 countries\, two-thirds of which in Africa and Asia\, supported by CLARE’s two ‘hubs’ dedicated to capacity strengthening and research-for-impact provide collaborative spaces that foster learning and synthesis. \nCLARE is demonstrating that “what works” for producing\, synthesising and catalysing evidence for achieving climate action is research that is carried out – co-created – by transdisciplinary and diverse teams\, with practitioners working alongside researchers; that is led from people and institutions in the countries where the research is relevant; and that has strong focus on both capacity of researchers and ‘users’ and supporting tangible action. Emerging findings reinforce the importance of lab-type approaches across a diverse range of actors and diverse spatial scales to co-create inclusive policies; the need – and practical ways – to remove barriers to access to research finance for southern organisations to achieve evidence-based\, adaptation action on the ground; anSd the key roles of both knowledge brokering and capacity strengthening in fostering climate adaptation. \nThis presentation aims to introduce the session\, providing an overview of the range of evidence and syntheses that are being produced by CLARE projects beyond those more detailed covered in the session; and share emerging learning on enabling and measuring adaptation across scales and timelines\, that is locally-led and potentially transformative. \n

SUMMARY:Urban communities’ readiness for low-cost nature-based climate adaptation in Pakistan
DESCRIPTION:Climate change poses serious challenges to cities around the world\, undermining their economic potential to generate economic growth and improve the quality of life. While Pakistani cities frequently experience extreme temperatures\, heat waves\, humidity\, flooding\, and acute water shortages; their susceptibility is aggravated by socioeconomic challenges such as poverty\, unemployment\, and inadequate provisions of basic services. Estimates suggest that more than half of the Pakistani population will be residing in cities by 2050\, meaning that the urban population will be highly vulnerable to climate extremes. Due to the capacity and resource constraints of the relevant government departments\, empowering households and communities to adapt to climate change is inevitable. Against this background\, the present research investigates citizens’ readiness to adopt low-cost nature-based climate adaptation options in two Pakistani cities. Using a primary survey and a binary logistic regression technique\, this study advances the existing knowledge by exploring cost-effective nature-based adaptation solutions in a communal setting where decision-making is often collective and influenced by social norms. The findings reveal that citizens’ perceptions of weather changes\, e.g. rainfall decrease\, risk of an unstable future\, and experience of the natural environment are key predictors of their adaptation behavior. Interestingly\, citizens’ social networks also influence their adaptation behavior which is an expected result considering that Pakistan is a social norms-driven society where choices and decision-making have a communal aspect. Lastly\, socioeconomic characteristics\, such as age and education affect citizens’ readiness to adapt to study areas.

SUMMARY:Progress and gaps in climate change adaptation in coastal cities across the globe
DESCRIPTION:In the context of climate change adaptation\, coastal cities deserve special attention as they are faced with an abundance of climate impacts while also being engines of economic development\, innovation\, and culture with\, in theory\, high adaptation potential. While there is eclectic evidence for urban adaptation\, we are lacking a global overview of the extent to which coastal cities are on track in adapting to climate risks. Building on the Global Adaptation Mapping Initiative (GAMI)\, this paper presents findings from a global review of empirical evidence for adaptation in coastal cities. We systematically analysed adaptation actions reported in the scientific literature for 199 coastal cities to provide the first stocktake of empirical evidence of coastal urban adaptation. The paper addresses four questions: (1) How is evidence for coastal urban adaptation spread across the globe? (2) Which hazards and trends of exposure and vulnerability are reported? (3) Which responses are reported and which actors are involved in their implementation? (4) What is the speed\, scope\, and depth of the reported adaptation? Using the World Bank’s income groups and city sizes as cross-cutting lines of analysis\, our findings show among others that there is comparatively little published knowledge on coastal urban adaptation in low and middle-income economies. Reported adaptation measures are predominantly designed based on past and current\, rather than future\, patterns in hazards\, exposure\, and vulnerability and implementation actors differ depending on the income group. Overall\, the assessed evidence mostly presents coastal urban adaptation that is rather slow\, of narrow scope\, and not transformative. These and further findings from this evidence mapping represent valuable insights for both\, scientists and policy-makers as they provide a nuanced overview of the state of adaptation in coastal cities.

SUMMARY:Modelling Future Urban Growth Scenarios in the Context of SSPs and Ecosystem-Based Adaptation to Address Flood risk in Huế Vietnam.
DESCRIPTION:The city of Huế has experienced significant urban growth\, driven by population growth\, economic development\, and rural-to-urban migration. This expansion has intensified the city’s vulnerability to flooding\, a recurring natural hazard exacerbated by climate change and inadequate urban planning. Despite growing awareness of the importance of ecosystem-based adaptation in urban flood management\, there remains a gap in understanding how these strategies can be effectively integrated into urban planning processes\, particularly in the context of rapidly growing cities like Huế. This study therefore aims to investigate the feasibility and efficacy of incorporating ecosystem-based adaptation measures into urban growth modeling to enhance flood resilience. The study integrates ecosystem-based adaptation (EBA) strategies and an empirical model into a CA-based model (UGM) to explore potential future urban growth scenarios by 2050 and their impact on flood risk in Huế. Three different scenarios based on the shared socio-economic pathways (SSPs 1\, 2\, and 3) are developed in the context of the rate of urbanization\, restricting urban growth in flood-prone areas\, land areas with tourism opportunities (tourism is a major economic sector in Huế)\, and high opportunities for ecosystem services in the city. Scenario 1\, aligned with SSP 1\, portrays future urban growth characterized by robust ecosystem-based adaptation measures. Scenario 2 (SSP2) reflects the current trajectory\, incorporating partial ecosystem-based adaptation measures\, while scenario 3 (SSP3) depicts limited ecosystem-based adaptation. Across all scenarios\, urban land use expands through inner densification and extension of existing urban areas. However\, the topography of the province\, flanked by mountains in the west and the sea and lagoon in the east\, constrains future urban growth. Notably\, regardless of the scenarios\, urban expansion is anticipated in the low-lying plains of the province\, exacerbating the city’s exposure to flooding.

SUMMARY:Developing a global spatiotemporal database of urban adaptation actions
DESCRIPTION:Climate adaptation is needed as cities around the world face climate impacts increasing in intensity and frequency. Cities have taken many different adaptation approaches\, but efforts have largely fallen short. Tracking adaptation progress is needed to ensure adequate implementation\, especially in the most vulnerable and under-resourced areas. Despite the importance of tracking progress\, a systematic mapping of adaptation at the local level has been hampered by the lack of structured data\, given the variety of languages and formats of municipal documents. Most notably\, there remains a critical gap in conducting multi-lingual syntheses and\, as a result\, countries in the Global South tend to be disproportionately underrepresented. \nHere\, we aim to develop a global spatiotemporal database on urban adaptation plans and actions. More specifically\, we want to investigate (a) which measures have been proposed for which sectors and climate impacts\, (b) to which extent these plans have been implemented and outcomes recorded\, including comparisons of actions mentioned in previous studies\, (c) who are the key actors involved in these plans and which voices are “unheard”. We will focus on a range of globally representative cities for which climate change adaptation plans and hazard-specific plans (eg. flood\, drought\, wildfire) have been developed. Relevant documents will be collected from previous studies and complemented by adding new data sources including self-disclosed adaptation actions from the Carbon Disclosure Project and other adaptation-specific databases. The identified documents will then be analysed using a range of natural language processing (NLP) methods\, including neural network pre-trained models (e.g. XLM-RoBERTa) with state-of-the-art transformers architecture. By developing such a multilingual text classifier\, we expect to be more inclusive of the data assessed. The expected results will add to the current understanding of adaptation progress globally\, filling in data gaps and identifying key information for further research to support implementation.

SUMMARY:Contrasting Adaptation Measures: Developing Plans for Urban Greening Against Heat in the Interface between Climate Modelling and Stakeholder Participation
DESCRIPTION:The Lisbon Metropolitan Area (AML)\, located in the Mediterranean region\, is particularly vulnerable to climate hazards\, such as extreme temperatures. In particular\, the concentration of population in this urban area has largely increased the exposure to the urban heat island effect (UHI) and heatwaves are posing substantial challenges to human health\, infrastructures and energy systems\, and human and land productivity. At the same time\, adaptation planning at local scales and higher resolutions lacks wide and publicly available climate data to ensure an evidence-based approach. Similarly\, the efficiency of measures of greening the urban fabric to respond to heat extremes lacks a sufficient quantification\, resulting in possible mismatches between policy imperatives\, climate change and the results of adaptation actions.\nWe investigate how the development of urban greening plans by urban planners and region- and city-scale stakeholders can assist in the decrease of heat stress for the metropolitan area and in two selected neighbourhoods in the municipalities of Lisbon and Almada. Using the climate model UrbClim to project urban heat stress at a 100- and 1-meter resolution\, we identify particular areas of concern. Together with stakeholders and urban planners we connected the results of the heat stress modelling with existing policies and plans\, as well as with planning and design principles for urban resilience to heat.\nThrough establishing a set of policy statements for the degree and configuration of greening measures\, we model the efficiency of different adaptation actions according to global climate scenarios. The interoperability between climate modelling\, urban planning and stakeholder participation\, that is\, the linkage between land-use/land-cover\, urban planning and design principles and climate modelling\, allows planners and stakeholders to explore different degrees (and specific designs) of greening measures and match them against the scenarios whose impacts they want to prioritize.

SUMMARY:Climate change adaptation interventions in cities of LMICs from a gender lens: A qualitative systematic review of intervention features and implementation issues
DESCRIPTION:Extreme climatic events like heat waves\, floods\, and droughts affect men and women from the marginalized sections differentially. The vulnerability to climate change is exacerbated by the intersection of gender with other inequalities such as class\, social status\, and location. This review attempts to develop a typology of climate change adaptation (CCA) interventions to tackle extreme weather events resulting from climate change in urban settings in low- and middle-income countries. The peer-reviewed publications as well as grey literature studies in English describing CCA interventions and their implementation are eligible for this review.\nA comprehensive and systematic search strategy relying on searching multiple academic databases such as PubMed\, Web of Science\, PLOS Climate\, Cochrane\, and Campbell libraries\, supplemented by grey literature searches\, citation tracking\, and hand searches of selected journals is used. The study selection\, data extraction\, and risk of bias assessment of studies are done by two researchers.\nThe intervention features are synthesized using the TIDIeR checklist. Also\, a gender analysis of the included intervention designs is done to assess where the interventions may be placed along a spectrum of various approaches spanning from gender-blind\, gender-neutral\, and gender-accommodative to gender-transformative. The implementation issues are analyzed using a thematic synthesis.\nThe findings of the review are useful in assessing the constituents of varied CCA interventions\, the barriers and facilitators in implementing interventions\, and also to see whether these interventions are gender-responsive. Equity\, climate justice\, social justice\, and inclusion-focused actions promote climate-resilient development\, lessen trade-offs\, and more sustainable results (IPCC 2023: 4.4). This review is thus important from the SDGs perspective as well as towards developing resilient societies.

SUMMARY:Creating clear and concise climate change and health communication
DESCRIPTION:Climate change is a global phenomenon that poses significant risks to public health but communicating these risks can be challenging given the complexity of the science findings\, unfamiliar terminology\, and technical jargon. The ENBEL consortium\, a collaboration of research projects dedicated to climate change and health\, produced dozens of scientific publications\, yet one challenge was how to condense and synthesize findings into clear\, concise formats. Plain language factsheets that translate research findings from climate change research into accessible information for a broader audience are one tool that can be used to effectively convey complex information. Using this approach\, ENBEL developed a research factsheet series dedicated to ‘Climate Change and Health’ that synthesized study findings produced by fourteen ENBEL projects. The series covers fourteen themes including topics such as heat\, heart\, lung disease\, and air pollution\, diarrheal disease\, schistosomiasis\, vector-borne disease\, the heat impact on pregnant women and newborns\, early warning systems\, and non-traditional chronic kidney disease\, to name a few. The formatting of the series was designed by a graphic design specialist and all factsheets were reviewed by relevant ENBEL researchers to ensure scientific accuracy. The aim of the series is to raise awareness of these issues and facilitate understanding among non-experts\, encouraging informed decision-making based on the evidence. This series expands the reach of ENBEL’s research beyond the scientific community\, fostering greater societal impact. The series holds potential for global stakeholders\, including national public health institutes\, regional organizations such as Africa CDC\, and global networks including the International Association of National Public Health Institutes. This presentation will discuss the development methods\, what worked\, and the dissemination process used to promote the utilization of this series among a broad range of national\, regional and global stakeholders.

SUMMARY:Producing ultra-rapid contextualized evidence syntheses to inform pressing climate-change challenges
DESCRIPTION:Addressing the climate change crisis requires global cooperation to implement solutions that are informed by the best-available evidence. As emphasized by the Global Commission on Evidence\, this requires investing in the global evidence architecture for a suite of living evidence syntheses (LESs) on priority questions (including climate change)\, and leveraging technology to enable LESs to be harnessed to address climate change priorities. This is particularly important in situations where decision-makers must determine how best to urgently respond to climate-related emergencies such as wildfires that recently affected many countries in 2023. Addressing urgent priorities such as this requires domestic evidence-support units to be able produce ultra-rapid evidence syntheses that draw on what is known from routinely updated LESs and contextualized with insights from local evidence\, specific interventions\, priority populations and/or experiences from other countries. Our team has developed an approach for providing ultra-rapid contextualized evidence syntheses that: 1) engage subject-matter experts to scope the question and consider relevant context; 2) identify highly relevant evidence from existing evidence syntheses and key single studies; 2) assess evidence for relevance (using a mutually exclusive and collectively exhaustive framework of decision-relevant considerations about the challenge faced) and methodological quality; 3) document experiences from other countries that can be used to contextualize the findings; and 4) provide a profile of evidence and experiences that focuses on identifying coverage by and gaps in existing evidence syntheses\, key insights from the most relevant evidence documents and priorities for next steps. We will present our model for evidence support\, and insights about how we were able to respond to a series of urgent climate change priorities in Canada in a way that wouldn’t have been possible without harnessing the global evidence architecture in the form of a machine-learning enabled evidence map of global research on climate and health.

SUMMARY:Creating a model for preventing occupational heat stress in a world experiencing climate change
DESCRIPTION:Occupational heat stress poses significant challenges to workers and businesses. As the effects of climate change worsen\, the world must adapt faster. Higher ambient temperatures and heat waves lead to higher incidences of occupational heat-related illnesses and injuries among the workforce\, including heat exhaustion\, heat stroke\, accidents\, acute kidney injury\, and subsequent fatal chronic kidney disease of non-traditional cause (CKDnt). La Isla Network (LIN) and its team of researchers have developed a model to prevent these from occurring through funding provided by Germany’s GIZ\, BMZ\, and DEG that developed the Adelante Initiative and Center of Excellence (CoE) at a sugar mill facing severe issues with heat stress and its consequences in its supply chain in Nicaragua. Through the CoE\, we conduct research and build evidence on-site\, which is translated into practice and policy. Through the Adelante Initiative\, we have dispelled biases that occupational health interventions harm the bottom line. We have demonstrated that evidence-based interventions of rest\, shade\, hydration\, and sanitation\, coupled with changes in organizational management reduced harm\, decreasing the incidence of acute kidney injury by 94% over four harvest seasons\, increased the productivity of workers by as much as 20%\, despite working fewer hours\, and provided a 22% return-on-investment for the company implementing the programs. These results demonstrate that reducing harm\, increasing productivity\, and providing an ROI are all interconnected aspects of a successful intervention addressing occupational heat stress. Today we are scaling our approach through the PREP 4 Change program in several sugarcane mills in Mesoamerica and developing similar programs based on our methodology for construction workers in the USA and migrant laborers supplying fruit and vegetables from Spain for major German and British grocery chains\, which will also help German suppliers comply with the German SCDDA. As the climate warms\, these programs will be increasingly important.

SUMMARY:Promoting evidence informed policymaking on the climate and health nexus: Insights into two policy research projects
DESCRIPTION:In recent years\, there has been increasing research on and attention for the climate-health nexus. There is no longer a lack of scientific evidence on the impacts of climate change on human health\, wellbeing and vice versa. However\, the available knowledge is not yet sufficiently applied and integrated into policymaking. To date\, health policies remain siloed and simultaneously\, health has only played a minor role in climate policy. Yet\, there are co-benefits when climate and health policies are being pursued coherently. Incorporating a health perspective into (climate) policy can help to generate support from public and policy-makers for more ambitious climate policies. To shed a light on how climate and health are currently and can be potentially integrated in policy-making\, we will present preliminary findings from two research projects focusing on the integration of climate and health policy and governance: (1) preliminary findings from expert interviews with policy-makers in Germany that are conducted as part of a multi-country study generating insights into the national climate and health policy ecosystem in diverse geographies to drive climate action among policy stakeholders\, led by the Centre for Climate Change Communication at George Mason University. (2) Preliminary findings from the PHONIC project\, a collaboration with the Ludwig-Maximilians-University Munich as well as the Helmholtz Centre Munich\, assessing and prioritizing public health operations to mitigate and adapt to climate change. The project aims to (i) identify and analyse the available evidence by conducting a scoping review; (ii) develop a practical guidance for decision-makers with a set of indicators evaluating transformative leadership and governance by conducting expert consultations; (iii) pilot the developed guidance in Germany and in Kenya for identifying strengths and gaps in the respective system by facilitating stakeholder workshops. Both projects aim to strengthen the knowledge base to develop a climate-health governance structure in Germany.

SUMMARY:Long-term Degradation Rate of Photovoltaic Modules: A Meta-analysis
DESCRIPTION:A critical factor in determining the ecological and economic benefits of photovoltaic investments is the projected lifespan of the installed photovoltaic modules. Therefore\, a well-founded estimate of the decline in power output over an extended period is essential in assessing whether an installation under a specific set of conditions can meet performance expectations. This power decline\, commonly referred to as degradation rate\, is dependent on multiple factors that result in a large heterogeneity of contingency factors determining the degradation rate. To derive the summarized effect of all reported degradation rates of outdoor exposed photovoltaic modules across the academic literature and explain the large differences observed\, we conducted a meta-regression analysis of 85 primary studies reporting 699 observations for the degradation rate. Using a wide set of moderator variables\, including geographical characteristics\, installation differences\, methodological differences\, and publication characteristics\, the analysis revealed a median degradation rate of 0.94 %/year\, with the cell technology\, mounting location\, and methodological differences being the main drivers of heterogeneity in reported degradation rate observations. Interestingly\, technological advances have not been found to systematically reduce reported degradation rates. Finally\, we use the meta-regression results to derive an implied degradation rate under best practice conditions and found the widely employed crystalline silicon modules degrade at rates of 0.39 % to 1.44 %/year. In contrast\, thin-film modules exhibit degradation rates twice as high at around 2 %/year. Consequently\, the empirical literature suggests a projected lifespan of 51 years under the most favorable conditions\, i.e.\, a well-ventilated installation of crystalline silicon modules mounted in cold climate conditions. The results of this study can guide future research as we summarize the status quo of the academic evidence on photovoltaic degradation. Moreover\, the aggregated degradations can serve as a benchmark for future photovoltaic investment decisions.

SUMMARY:Systematic review of the achieved emissions reductions of carbon offset projects across all major sectors
DESCRIPTION:Many net-zero emission targets by governments and fi¬rms rely on offsetting emissions. Several studies have raised concerns about the environmental integrity of individual offset projects\, though systematic evidence is missing. We synthesised existing rigorous empirical studies evaluating 2\,353 offset projects across all major offset sectors. Our analysis shows that offset projects achieved considerably lower emissions reductions than officially claimed. We estimate that only 12 % of the total volume of existing credits across four major sectors constitute real emissions reductions\, with 0 % for wind power\, 0 % for improved forest management\, 9.6 % for cookstoves\, 22.1 % for REDD+ and 59.6 % for chemical processes. Our results thus indicate that 88% of the total credit volume across these four sectors in the voluntary carbon market does not constitute real emissions reductions. This offset achievement gap corresponds to almost twice the annual German CO2 emissions. Our results do not apply to novel and permanent carbon removal methods that are currently emerging.
